Background

Eucali grew up in an impoverished Hesta area between Northern and Southern District 14. Her family taught her multiple languages, and she also studied with language tutors; she speaks the District 3 language and understands languages from Districts 4 and 5. 655

She first meets Hesta while living in District 14. Though initially guarded around the newly arrived stranger, she becomes Hesta's translator when communicating with Eleven and eventually shares living space with both of them. 655 664

Before settling into a new life, Eucali is involved with Mikhailo and agrees to an arrangement that would take her to Pingjing. An unknown woman hides and transfers her during a Chelated Disease lockdown, while Mikhailo warns her that Hesta is dangerous.
