Arc 20The Shinobi Union
Naruto and Minato secured Kumogakure’s agreement to attend the conference, where Konoha proposed uniting the shinobi world under a new system overseen by the tailed beasts. After a failed first vote and a confrontation with the Land of Earth’s envoy, the delegates approved the Union and entered the beasts’ mind-revealing barrier.
- Naruto fought A and Gyuki, then Minato used a mark on Killer B to stop the clash and explain Konoha’s plan to free the tailed beasts.
- The Raikage told Minato that Killer B had died saving Gyuki, shared the Eight-Tails’ warnings about the Nine-Tails and future threats, and agreed to attend the conference with his delegation.
- Pain and Konan prepared for the conference, while Menma, Orochimaru, Izumi, and Sasori set out for Konoha, and delegations from across the shinobi world traveled there.
- Ebisu presented Konoha’s account of shinobi history, prompting delegates and nobles to question its motives, while Jiraiya took over the meeting and proposed a unified system overseen by the tailed beasts.
- Jiraiya’s first vote narrowly failed, and after Dairi challenged Konoha, Jiraiya summoned Naruto and Daimyo Tsuruyama Shusei, who disavowed Dairi and supported friendship with Konoha.
- Jiraiya summoned the sages as witnesses, and the delegates unanimously approved the Union before Naruto and the sages transported them to a forest surrounded by all ten tailed beasts.
- The tailed beasts established a barrier that exposed inner voices and concealed intentions, revealed Kazahana Koyuki’s Sharingan Genjutsu, and answered the attendees’ questions as they began their work as Union inspectors.
