Although the Five Kage had already planned to unite before Edo Madara appeared, their intended target was Obito, who called himself Madara Uchiha. Edo Madara was not wrong to assume they were targeting him.
After all, if Obito had given his own name, the Raikage would never have gathered the Five Kage over such a nobody.
