Who was Zephyr?
First, his rank: an Admiral! One of Marine Headquarters' greatest fighting forces!
He was essentially second only to the Fleet Admiral.
Then there was his position: instructor to the Marines' eight hundred thousand imperial guards... no, instructor to countless Marine officers!
A full third of those seated there had studied under Zephyr.
Precisely because they had studied under him, they knew all too well how strict he was.
They also knew just how much weight the title of personal disciple carried!
What caliber of genius would someone have to be for Zephyr to take him as his personal disciple?
Perhaps this person wasn't as strong as they were yet, but what about in the future?
Thus, some of the Vice Admirals who hadn't particularly cared immediately sided with Sengoku.
Still, some of the more rigid Vice Admirals felt it was inappropriate.
Even Zephyr's disciple had to advance one step at a time!
There were also some resentful Vice Admirals who stubbornly insisted that rules were rules.
In any case, the entire meeting's controversy centered on Randall.
By contrast, hardly anyone paid attention to Milers and Aequus being promoted directly to Rear Admiral.
There had been direct promotions to Rear Admiral before. Sakazuki, Kuzan, and Borsalino were examples.
But those still depended on strength and accomplishments, making them well worth discussing.
With Randall drawing all the fire today, however, those two promotions sailed right through.
As such, opinions on Randall's case roughly fell into three camps.
Against, in favor, and indifferent.
The numbers in each were roughly equal.
Then Sengoku spoke:
"Your main objection is that there's no precedent.
"But those three being promoted directly to Rear Admiral was unprecedented too!
"If we always refuse to do something because it's 'unprecedented,' it'll remain unprecedented forever!
"I believe Randall
