History

Demon Heavenly Court

Under Dijun and Eastern Emperor Taiyi, the Heavenly Court served as the Demon Race’s seat of government. Taiyi recruited powerful outsiders into its hierarchy: he offered Meng Zhang leadership of the Demon Race’s Eleven Quasi-Saints and gave Ao Yue the position of Eastern Emperor’s Protector, command of the Six Heavens Guards, and unrestricted treasury access 22 102.

Hongjun’s settlement after the Immortal Court’s destruction recognized demon dominion over heaven and witch dominion over earth. This divided jurisdiction was accompanied by a one-million-year prohibition on great war 44.

The Court remained a center of opposition to Houtu. After Dijun abandoned an attack on the Netherworld, Bai Ze proposed inviting the Saints to restrain her, hoping to deprive the Witch Race of her support in a decisive battle 259 265. Houtu later ordered the Witch tribes to mobilize and attack the Heavenly Court 292.

Collapse and Bear–Dragon Takeover

The Witch-Demon War left Dijun dead, Taiyi imprisoned in the Nine Hells, and at least eighty percent of the Demon Race’s 365 Great Luo Demon Gods slain. Mount Buzhou’s collapse and the falling stars further disrupted the old order. Gungun identified the vacant heavenly throne as an opportunity for himself and Ao Yue 302.

Their allied iron-eating beasts and dragons broke through the Heavenly Gate and occupied the Court. Bai Ze resisted surrendering High Firmament Hall because of its importance to the Demon Race, but acknowledged that the demons could no longer hold heaven after Dijun’s death 306 307.

Gungun and Ao Yue’s enthronement conflicted with Hongjun’s intention to install Haotian. Laozi proposed three equal rulers as a compromise, arguing that the conquerors possessed the strength and Witch–Demon recognition necessary to make heavenly decrees effective, while Haotian could counterbalance their factional ties 308.

Consolidation and Haotian’s Marginalization

Although Hongjun’s decree established equal sovereigns, Gungun and Ao Yue controlled the Court’s personnel. Haotian arrived to find the 365 new gods already loyal to the bear–dragon alliance. His assigned residence, the Jade Pool Immortal Realm, was a war-damaged ruin whose restoration became his responsibility 309.

The administration gradually expanded beyond its founding clans. Witch leaders, Jiejiao disciples, Bai Ze, and representatives of the Saints’ teachings entered heavenly service. Haotian nevertheless remained largely a ruler in name: at one point, only Taibai Jinxing, a few immortals, and his ceremonial retinue obeyed him 311 344 434 464 525.

After his reincarnation as Zhang Bairen, Haotian forced his way into the Court and was challenged by Hou Yi, Xingtian, and Bai Ze. Hongjun’s decree recognized his identity, appointed him Jade Emperor, and restored his former authority 467.

The Three-Sovereign Dispute

Haotian later attempted to overturn the existing Heavenly Laws and assert control, provoking Ao Yue after killing members of the Dragon Race. Ao Yue ordered the Heavenly River Navy to trap him and the Heavenly Gates sealed 568.

Hongjun intervened, requiring Gungun and Ao Yue to surrender one-third of appointed divine positions and divide other authority equally. Haotian’s single-use Heavenly Dao Divine Sword reinforced this settlement with the threat of a Saint-level strike 563 570.

The transfer did not secure a functioning administration for Haotian. Houtu, Jieyin, and Zhunti publicly declared anyone serving him their enemy, while Nuwa ordered the Demon gods out of heaven. Haotian received authority over the Demon Bureau and one-third of the Star Lord positions, but had to rebuild its organization and answer for failures under Heavenly Law 572 573.

Devil Invasion and Reconstruction

While its major defenders were away, the Heavenly Court was invaded by the Devil Race. Ice Demon Beast, War Demon Beast, and Bright Demon Beast shattered the South Heaven Gate’s Demon-Illuminating Mirror, allowing their armies into a realm Gungun and Ao Yue had spent nearly two hundred thousand years restoring 629.

Gungun, Ao Yue, Hou Yi, and Xingtian destroyed the invading army, though Bright Demon Beast escaped. Gungun then used the Pure World White Lotus to cleanse the Court’s resentment and devil qi 634.

The damage prompted an army-rebuilding order and renewed attention to the Demon Dao’s expansion. Gungun subsequently commissioned Wen Zhong’s Heavenly Tribulation to weaken the influence of the Heavenly Demon Tribulation 635 640.

Reform, Rebellion, and the New Laws

Gungun proposed reforms inspired by mortal kingdoms, then privately argued for concentrating merit and fortune to help himself and Ao Yue attain primordial unity. Bo Yikao secretly reported the proposal to Haotian, who considered using opposition to it to recover power 747 748.

Chenxiang’s campaign to rescue Yang Chan challenged the Court’s prohibition on divine–mortal relationships. Yuanshi’s incarnation, the Authority God, revealed that events around Chenxiang formed a Heavenly Dao experiment testing whether the old laws still suited the age 862 901.

The planned test ultimately gave way to Chenxiang’s prolonged assault on the Heaven-Earth Bowl sealing Mount Hua. His sacrifice inspired widespread prayers. Gungun gathered that spiritual will into an arrow, destroyed the seal, and brought forth the New Heavenly Laws 919.

Wutian’s Conquest and Later Activity

More than a century after the legal change, Wutian’s forces broke the Court’s protective formation. Gungun confronted him as heavenly gods fled through the Four Gates. Wutian subsequently ruled from the captured Court and used it as the headquarters for further conquests 920 921 923.

The supplied account reports the deaths of the Heavenly Emperor and Heavenly Sovereign during Wutian’s rise. Later passages show both active again: Ao Yue arranges Yinglong’s succession, and Gungun directs preparations that bring Great Shamans and the borrowed Hetu Luoshu to the Heavenly Court for the Zhou Tian Star-Dipper Formation. The intervening restoration of their rule is not described in the supplied passages 923 956 963 965.

Heavenly Emperor Gungun Directs investitures, issues imperial decrees, and controls the Investiture of the Gods List in later arcs 344 748.
Heavenly Sovereign Ao Yue Handles much of the Court’s routine governance, military organization, and legal enforcement 635 824.
Heavenly Venerable / Jade Emperor Haotian Formally equal to the other rulers, but repeatedly struggles to obtain ministers, troops, and practical authority 309 467 525 570.
Acting Heavenly Emperor Black Bear Ancestor Gungun’s evil corpse temporarily serves in its place during the renewed struggle with Haotian 571.
Heavenly Sovereign succession Yinglong Receives authority gradually and later accepts Ao Yue’s plan to pass him the throne 781 956.
Golden Mother of Jade Pool Jade Pool / Yaochi Appointed head of the Heavenly Court’s female immortals 308.
  • Formal equality: Hongjun intends the three sovereigns to check one another rather than permit any single ruler to monopolize the Court 502.
  • Practical division: Gungun and Ao Yue retain separate military constituencies; during the Sea of Blood campaign, most expeditionary troops belong to Ao Yue, while substantial forces under Gungun remain in heaven 805.
  • Assemblies: The Heavenly Drum summons gods to High Firmament Hall for court business 747.
  • Representation: Despite admitting many races, the Dragon Race and Iron-Eating Beast Clan retain a disproportionate share of offices. Haotian criticizes this concentration, and Hongjun later objects to Ao Yue reserving aquatic posts for dragons and dragon-blooded beings 502 564.

Recruitment

  • Divine appointments: Outstanding beings from other races are recruited to prevent the Court from remaining exclusively a dragon-and-bear government 309.
  • Clerical turnover: Low-ranking clerks commonly live only hundreds to thousands of years and retire near the end of their lives, creating recurring recruitment needs 767.
  • Entry-level bureaus: The Northern Court’s Three Guards include the Imperial Horse Bureau, Imperial Duck Bureau, and Herb-Raising Bureau 767.
  • Screening: Applicants undergo skill assessment and background checks covering criminal history and conflicting connections, intended to exclude criminals and infiltrators 768.
  • Resignation: Divine officers can leave through normal resignation procedures; Sun Wukong instead kills an official, destroys the Imperial Horse Bureau, and openly rebels 783.

Jurisdiction and Heavenly Law

Scope of Authority

  • World government: The New Heavenly Court governs sea, land, and sky, extending beyond the old Demon Court’s narrower jurisdiction. Some powers remain outside its control 432.
  • Institutional distinction: It is a government rather than a Saint’s religious teaching, allowing disciples of different traditions to serve without necessarily abandoning their original affiliations 672.
  • Demon Dao: Ao Yue concludes that the Court belongs to all living beings, not exclusively the Mystic Gate, and therefore should not automatically reject the Demon Dao as a Primordial World tradition 675.
  • Human rulership: Gungun grants Ji Fa the title “Son of Heaven,” authorizing Zhou’s rule and war against Shang in Heaven’s name 527.
Period Rules and enforcement
Initial codification Ao Yue appoints Bi’an to draft Heavenly Laws, seeking to avoid the infighting and incomplete legal structure that weakened the Demon Court 316.
Entry restrictions Except for Saints, arrivals absent from the divine register must be reported. Gods are authorized to kill those who force entry 467.
Old marriage laws Divine–mortal relationships are treated as grave violations. Yao Ji is imprisoned beneath Peach Mountain; Yang Chan’s case leads to a death sentence and Liu Yanchang’s condemnation to Hell without rebirth 481 862.
Haotian’s attempted replacement Haotian declares the existing laws abolished and promises a new Judicial Heavenly God and legal code; his bid triggers confrontation with Ao Yue 568.
New Heavenly Laws Gods may marry other gods or mortals under strict conditions. They must continue fulfilling their duties and conceal their divine identities from mortal spouses 920.
  • Strategic sentencing: Ao Yue publicly condemns Yang Jian and Nezha to the Land of No Return Across Ten Thousand Calamities, but secretly confines them safely in Central Heaven Hall and sends decoys instead 888.
  • Opposition: Chenxiang condemns the old laws as unjust; the Hundred Flowers Immortal Maiden privately regards the Court’s rulings as tyrannical 862.
  • Collective legitimacy: The Authority God’s experiment treats living beings’ support as the measure of whether the laws should change. Chenxiang’s sacrifice ultimately gathers that support without completing the proposed three trials 902 919.

Security Measures

  • Four Heavenly Gates: Controlled access points, later guarded by dragons and iron-eating beasts with mandatory identity verification 886.
  • Demon-Illuminating Mirrors: Installed at all four gates; their destruction signals the Devil Race’s invasion to Gungun 629 630.
  • Heaven-Earth Bowl: Envelops the Court in golden protective light during its early establishment 309.
  • Heavenly Net Formation: Used to contain Haotian within heaven 568.
  • Stellar Restrictive Formation: Ordered from the Seven Northern Emperors after Bright Demon Beast bypasses existing restrictions aboard the Stone Boat 875.
  • Innate Yi Wood Formation: Protects Central Heaven Hall. Ao Yue considers it sufficient to prevent an ordinary three-corpse Quasi-Saint from rescuing its prisoners 888.

Xiong Yuan reports the following losses after the Devil Race’s invasion 635:

Cosmic Institutions

Heavenly Canopy

Established by Gungun and Ao Yue under a Saintly decree, the canopy separates yin and yang and seeks to restore order for ordinary living beings 330 331.

  • Gungun spreads it with the Heaven-Covering Banner, blocking celestial starlight 331.
  • Cultivators dependent on the stars resist immediately: Demon Sages reopen the northern sky, a great tree pierces it above Five Villages Monastery, and Soaring Serpent clears the sky over Qingcheng Mountain 331.
  • The Witch Race and Western Saints support the measure; River Styx agrees reluctantly after Gungun promises that some stars will remain visible 331.

Heavenly Tribulation

Gungun commissions Wen Zhong to establish a lightning-based cultivation test against the Devil Race’s Heavenly Demon Tribulation 640.

  • The Heavenly Dao formally approves the institution 640.
  • Cultivators must endure Heavenly Thunder when advancing; successful challengers can advance and escape the five calamities 640.
  • Failed challengers die, returning their cultivation to the world 640.
  • Wen Zhong administers the system through the Nine Heavens Thunder-Commanding Banner 640.
