Advancing to a level three civilization took billions of years, or even longer. The less time it took, the greater the potential.
There was only one planet in the universe with a special Star Lord like Zhang Yang. Its rapid development also owed much to the Demon God's projections.
The Cosmic Elders Council sought to develop the whole board, so it encouraged competition to maintain combat strength. It had a vast base to work with.
Private territories could not afford that. Only a hundred planets were born each year. Without careful nurturing, they would lose both the chicken and the eggs.
