Background / History
Relocation negotiations
In Konoha Year 51, three years after the Nine-Tails’ rampage, Fugaku is ordered to move the Uchiha from their ancestral district in central Konoha to the village outskirts. He recognizes that nearby elevated ground would make the new compound easy to monitor, but fears that resisting the order could inflame the clan’s hard-line elders and younger members 1.
He consults Chikage, his cousin’s son and a police clerk, whose proposal replaces symbolic resistance with demands for compensation. Fugaku presents the resulting bill—including patrol-dog counseling and matchmaking subsidies—to Hiruzen and the advisers. He refuses an offer limited to moving expenses and uses the possibility of clan unrest as negotiating leverage without openly threatening rebellion 3 4 20.
Hiruzen subsequently accepts basic relocation and reconstruction costs. Fugaku rewards Chikage with the Second Squad’s deputy captain position, securing his acceptance through double pay, a private office, advisory duties, and a guaranteed five o’clock departure 5 6.
Defending the Military Police Force
Root’s arrest of Yashiro convinces Fugaku that the dispute concerns the police force’s authority, not merely one officer. He destroys his recently replaced desk, assembles nearly a hundred armed Uchiha, and dons the clan head’s battle haori before marching toward the Hokage Building 15 16.
Fugaku explicitly frames the march as a demand for public accountability rather than an attack on Konoha. He intends not to strike first if the leadership follows the law, while his followers disarm Root members blocking their route. Believing Chikage may be under coercion inside, he enters the building determined to bring him back unharmed 16 20.
After Yashiro’s release, Fugaku orders an orderly withdrawal and forbids independent retaliation. The confrontation ends with Chikage having secured a 350,000-ryo payment obligation from Danzō 25 26 32.
Chikage’s border assignment
When Chikage accepts a Root-arranged smuggling investigation, Fugaku recognizes it as a likely assassination trap. Seeing Chikage’s newly acquired One-Tomoe Sharingan, he mistakenly concludes that fear and psychological pressure forced the awakening. He tries to cancel the mission, even at the risk of breaking with Konoha’s leadership 43 44.
Chikage persuades him that refusing a properly authorized assignment could give Danzō grounds to suppress the clan. Fugaku reluctantly accepts his departure and supplies fifty powerful Explosive Tags, emphasizing survival over mission completion 44 45.
While Chikage is away, Fugaku takes over his administrative work and discovers that his punctual departures conceal exceptional efficiency, not a light workload. After the mission, Itachi reveals that Chikage personally defeated four Root elites in under thirty seconds. Fugaku eventually accepts Chikage’s explanation that concealing his strength helps preserve the clan’s political room to maneuver 58 63 64 65.
Hidden power and Mangekyō training
Fugaku carefully accounts for the clan’s relocation funds and angrily rejects Chikage’s joking suggestion that he pocket most of them. He also initially dismisses the masked man’s claim of an impending massacre, treating the approved compensation as evidence against it. The stranger’s Sharingan and advanced Space-Time Ninjutsu nevertheless leave him alarmed about an attack being used to frame the Uchiha 74 75 77.
Pressed about the clan’s ability to withstand elite opponents, Fugaku reveals his secret Mangekyō Sharingan. He explains that both its physical cost and the risk of provoking civil war have discouraged him from using it openly 79 80 81.
Chikage proposes using Fugaku’s genjutsu to simulate traumatic losses and awaken additional Mangekyō users. Fugaku initially objects to the psychological danger and ocular strain, but ultimately approves a controlled attempt involving Yashiro, Inabi, and Tekka. He secretly plants genjutsu in them during a mission briefing 82 83 84.
Yashiro awakens his Mangekyō in the first trial; Inabi and Tekka collapse without succeeding. During a second, personalized test, Fugaku casts scenarios targeting Inabi’s attachment to his fiancée and Tekka’s dread of lifelong workplace exploitation. Both awaken, leaving Fugaku astonished by the effectiveness—and cruelty—of Chikage’s method 89 108.
Protecting Shisui and countering Root
Fugaku rejects Shisui’s demands to surrender the relocation compensation, release Shimura Ken, and apologize for the police force’s actions. He argues that concessions would abandon the merchants the police protected and reward Danzō’s unlawful conduct 98.
Despite their disagreement, Fugaku helps save Shisui after Danzō steals his right eye. Acting on Chikage’s warning, the clan captures Root’s pursuers; Fugaku arrives with medicine and stops Shisui from removing his remaining eye and sacrificing himself 99.
He then coordinates Chikage’s contingency plan to fake Shisui’s drowning, arranges his concealment beneath Naka Shrine, and assigns him a covert role watching the village leadership. When Anbu later move to seize South Street, Fugaku orders the clan not to intervene, knowing Chikage is returning with the Daimyo’s envoy and royal authority 100 102.
Fugaku also uses genjutsu to read the memories of the captured operatives who attempted to frame the Uchiha for attacking the Daimyo. Their testimony documents Danzō’s orders and becomes evidence presented publicly by Chikage 117.
Land of Waves rescue
Itachi’s bloodstained distress message reports that Chikage’s group is surrounded by the masked man and an enemy possessing the Rinnegan. Fugaku immediately declares a level-one alert, cancels leave, equips the clan’s inherited battle armor, and mobilizes more than two hundred elite Uchiha 149.
The rescue force breaks through three secret checkpoints established by the Hokage Building before reaching the battlefield. Fugaku checks that Chikage is not fatally injured, then joins Yashiro, Inabi, Tekka, and Shisui in summoning five Susanoo 151.
During the ensuing battle, Fugaku and Yashiro attack Deva Path together with enormous chakra blades. Pain blocks them with Shinra Tensei, but the impact sends him backward and transmits enough strain through the chakra receivers to make Nagato cough up blood 152.

His protectiveness can override that hesitation. He mobilizes the clan to support Chikage, nearly confronts the Hokage over the border assignment, and later launches a full rescue operation for Chikage and Itachi. Although quick to anger, he also restrains his followers, forbidding revenge after Yashiro’s release and avoiding a premature confrontation over South Street 16 25 44 102 149.
Fugaku treats clan money as a responsibility rather than personal wealth. He carefully justifies expenditures and reacts furiously to the suggestion of embezzlement.
