Background / History
Marginalization after the Nine-Tails’ Rampage
The Uchiha have roots in central Konoha extending back generations. Three years after the Nine-Tails’ Rampage, suspicion toward the clan remains strong, while restrictions on the Military Police Force deepen resentment among its members. In Konoha Year 51, Hiruzen orders the clan to relocate to the village outskirts, officially to improve living conditions and ease tensions. Fugaku recognizes that nearby elevated terrain would make the new compound easy to monitor 1.
Fugaku initially worries that hard-line elders and younger officers will answer the relocation with violence. Chikage instead recommends negotiating material benefits, arguing that an unsuccessful confrontation would give the leadership grounds for further suppression. His compensation proposal includes moving and security costs, counseling for patrol dogs, and matchmaking subsidies justified as necessary for the clan’s future 1 3.
The South Street confrontation
Root’s unauthorized arrest of Yashiro turns a protection-money investigation into a challenge to Uchiha policing authority. Chikage leads dozens of officers to the Hokage Building with testimony, damage records, and other evidence. Fugaku follows with nearly a hundred armed clan members, explicitly presenting their march as a demand for justice rather than an attack on Konoha 15 16.
The confrontation secures Yashiro’s release and a signed commitment covering 350,000 ryō in damages. Villagers begin to see the police as officers bound by written rules rather than simply a feared clan force. South Street merchants display red cloth in support, although some residents still suspect the Uchiha of using the case for political advantage 25 27 29 33.
Border assassinations and a new strategy
Danzō uses an official border-smuggling assignment to target Chikage outside Konoha. Chikage completes the required paperwork and receives 200,000 ryō in mission funds, denying the leadership an easy accusation of insubordination. Fugaku reluctantly authorizes Itachi to follow secretly and intervene only if Chikage faces mortal danger 44 46 47.
After Itachi saves him from a poisoned blade, Chikage defeats four Root elites and preserves the prisoners and weapons as evidence. Their return strengthens Fugaku’s confidence in Chikage’s judgment. Chikage and Fugaku reach an understanding: Fugaku manages the clan, while Chikage works through regulations and political negotiations to protect its interests 55 64 65.
Preparing against extermination
A newly approved relocation payment worth tens of millions of ryō does not reassure Chikage. He suspects it is intended to lower the clan’s guard before an attack. Obito subsequently warns Itachi of a surprise assault during relocation and tries to recruit him, but Itachi challenges the proposal’s practical consequences and seeks Chikage’s help instead 69 70 71 72.
Chikage proposes inviting the daimyo and attracting foreign observers through a ninja-tool auction, making a covert massacre politically costly. Itachi also suggests spending twenty million ryō on influence among ministers and nobles. His accompanying proposal to fabricate evidence against Root remains a proposed tactic at this point, not an established discovery 73 77.
Political deterrence is paired with military preparation. Fugaku approves Chikage’s plan to expose Yashiro, Inabi, and Tekka to realistic genjutsu depicting slaughter and betrayal. The first exercise produces Yashiro’s Mangekyō, but overwhelms the other two without completing their awakenings 82 83 89.
Protecting Shisui and securing South Street
Shisui offers Kotoamatsukami to the Hokage as a way to make Fugaku and senior clan members trust Konoha. Danzō instead steals his right eye. Acting on Chikage’s advance warning, Fugaku’s forces capture the pursuers and save Shisui. The clan stages his drowning, treats him beneath Naka Shrine, and assigns him a covert role watching the leadership 96 99 100.
Meanwhile, Chikage secures a daimyo inspection and a royal franchise granting the Military Police Force authority over South Street’s commerce, taxes, and security. Konoha’s leadership, believing false reports that Chikage and his three companions died at Sunset Gorge, attempts to transfer the street to Anbu control. The Uchiha counter with the daimyo’s authorization and a claim for three hundred million ryō 100 101 102 105.
Breaking the clan’s isolation
During the daimyo’s visit, twelve Root operatives disguised as Uchiha police attempt to frame the clan for treason. Yashiro, Inabi, and Tekka stop and capture them in public. Fugaku extracts their memories, allowing Chikage to present the orders and expose the attempted framing 115 117.
South Street’s economic opportunities then draw other clans toward the Uchiha. Hyūga, Nara, Akimichi, and Yamanaka leaders arrange for their members to take paid security positions; all thirty vacancies are filled. This recruitment breaks the leadership’s previous effort to isolate the clan 109 123.
South Street defense and the Land of Waves rescue
Danzō, Obito, and Orochimaru mount another assault to recover seized funds and research records. Yashiro, Inabi, and Tekka defend the treasury with Susanoo but are pushed to their limits by reanimated Tobirama. Chikage intervenes, disables Tobirama, and breaks Orochimaru’s control. The aftermath leaves Danzō imprisoned, while Orochimaru and Obito escape 123 129 131 132 138.
Later, Chikage, Yashiro, and Itachi are surrounded near the Land of Waves by Obito and the Six Paths of Pain. Fugaku responds to Itachi’s distress message by canceling leave and mobilizing more than two hundred elite Uchiha.
