And if he did, he would never admit it.
Evan sat in the Command Room, carefully studying Nian Cijin. The noble warrior once known as the "Selfless One" now kept his bearing completely concealed. If he stood among the Neophytes, the only noticeable difference would be his larger build.

Imagine it: how was this any different from the head of student discipline wandering around campus in a school uniform? The crucial part was that you could not even recognize him as a disciplinary officer.
"Nian Cijin, here's the situation. What attitude should we take toward this Forge World? Should our priority be bringing it under our control, or plundering it wholesale?"
"Wholesale plunder, Chapter Master. Just as your strategy dictates." Nian Cijin had never forgotten the secondary mission Evan had assigned him: bringing manufacturing technology and capability under government jurisdiction rather than leaving them with the Forge Worlds.
"Destabilizing a few Agri Worlds doesn't matter much, but touching a Forge World could leave an entire surrounding Subsector short of equipment. We need to achieve our strategic objective of acquiring vast quantities of arms while preserving the surrounding region's basic conditions as much as possible. It's a complicated task. Any suggestions?"
"Give me a force, and I'll make a trip." Nian Cijin's approach was simple: first sound them out under the guise of the First Trade Fleet.
If a Forge World had no interest in the technologies he had listed back then, either it thought he was a fraud, or it had something more important to do that demanded all its resources.
