The ruler of this realm had vanished, leaving heaven and earth under the jurisdiction of the Six Ministries.
The Minister of Personnel, Zhuge Tzeentch, was so cunning he seemed almost supernatural. He studied the stars, understood heaven and earth, foresaw the future, controlled fate, and never miscalculated.
The Minister of War, Khorne, known as the Saint of Khorne, was a pacifist. He had traveled the Warp with Three Hundred Billion Daemons and Seven Thousand Two Hundred Greater Daemons. His contribution to unifying the Warp could not be overstated.
The Minister of Revenue, Nurgle, commonly called the Loving Father, led a populace united in purpose... anyone who was not united was a traitor. His favorite saying was, "We need a Scouring."
The Minister of Rites, Slaanesh, had established the Warp ethics and social norms. Clad in a black robe that had not changed for ten thousand years, Slaanesh cultivated the image of a die-hard feudal hag.
The Minister of Works, Vashtorr, held far less power than the Four Upper Ministries. As war intensified, demand for powerful war machines raised his standing. He now ambitiously sought authority equal to theirs, with every ingenious craft at his command.
The Minister of Justice, Malice, remained an unknown quantity. Usually holed up in the dungeons torturing and interrogating prisoners, Malice was a strategic partner in the Scouring.
The moment Zhuge Tzeentch spoke, the Saint of Khorne responded. "The northern barbarians have violated our laws.
