• Rhein apologized for Senna Life’s hesitation, and Jonas secured her support by sharing advanced technology and tasking her with gathering Federation intelligence.
• Jonas organized investigations into suspected collaborators, strengthened District 25’s wartime production, and used Yushua’s dream ability to uncover Morton Paul’s cooperation with the Federation.
• Jonas’s squad ambushed and destroyed the Federation vanguard, while Nora killed the surviving soldiers and Dorothy learned that another Federation team had infiltrated District 25.
• Jonas and Eiffel identified the infiltrators as likely Federation Psionics and suspected the Joint Forces had helped them bypass security.

Jonas maneuvered the Peacekeeping Forces’ factions and the Nathen Conglomerate into a campaign meant to draw Zero into the open. Zero escaped Jonas’s dream trap, but he revealed that her escape was part of a larger plan.

• Jonas learned that Zero Misen was the Federation’s strongest Psionic and identified her as the attacker who destroyed Yucas’s mecha and later wounded her.
• Jonas used Delt’s cooperation and a planned purge operation to draw Zero out, while Delt secretly passed the Conservatives’ plans to Zero through Clio.
• Jonas gave Yushua access to the Black Ring, enabling her to create powerful dreams, and recruited the jealous Afanisi into his operation.
• Yucas returned to the Peacekeeping Forces, joined forces with Shigure Ryoko, and led the Conservatives’ campaign to capture Bebops District.
• Afanisi drove off Radical reinforcements, while Yucas and Esnie fought Zero and helped secure Bebops District.
• Jonas confronted Zero, trapped her in an illusion, and tried to interrogate her, but Zero recognized the dream and escaped.
• Yushua apologized for letting Zero escape, and Jonas said he had deliberately revealed the dream so he could use her escape to catch a bigger target.

Jonas maneuvered the Arbitration Bureau and the Federation into conflict while using Zero’s rescue mission to secure Noel’s escape and strengthen the Alt Conglomerate’s position. Zero ended up captured, the Federation faced growing public blame, and Jonas continued building alliances in District 25.

• The Conservatives seized Peacekeeping Forces headquarters, and Yucas became its Director while Jonas arranged for Delt and Clio to be imprisoned together.
• Zero nearly died after using a replenishment drug, but accepted the Void Realm’s Lord and was restored to full strength as a Fifth Tier Psionic, unaware that Jonas had marked her to control her.
• Jonas persuaded Carol to sign a cooperation contract, intending to make the Arbitration Bureau clash with Federation Psionics and leave the Bureau dependent on the Alt Conglomerate.
• Zero and a Federation Psionic squad set out to rescue Noel while Jonas discovered Noel’s plan and used Doctor Gale to feed the rescuers genuine leads.
• Zero fought Nightingale, Celine, and Esnie at the Alt Conglomerate Tower as a diversion, while Jonas and Yushua trapped the Federation squad in a dream and guided its escape with Noel.
• The Federation squad escaped with Noel after losing all but one member, while Esnie’s group captured Zero and Jonas confronted her in a dream.
• Reports blamed Federation personnel for the hospital attack, strengthening Jonas’s plan to make the Federation and Arbitration Bureau enemies as he continued manipulating their escape routes.
• Jonas spent time with Esnie, Celine, Eiffel, Nightingale, and Yushua, while Yucas discussed the Peacekeeping Forces’ damaged reputation and later met him for dinner.

Jonas turned public opinion against the Federation, used staged attacks to justify District 25’s declaration of war, and secured Rhein’s offer of support against the Misen Family. The arc ended with District 25’s forces attacking the Federation border as Dorothy mobilized allies and prepared to fight.

• Jonas spent time with Iris, Chelsea, and Beigong Ling, while leaving Zero trapped in a punishing dream until she begged him to stop and apologized for attacking the Alt Conglomerate.
• Dorothy investigated protests against the Federation’s war and ordered Goodwin Noah and Rien Chacon punished as suspected traitors, while Carol concluded the Arbitration Bureau would have to rely on Jonas.
• Jonas and Chelsea inspected the Fourth-Generation Tactical Mecha, and Jonas kept its advances secret while directing Eiffel to spread stories that would stir anger in District 25 and war-weariness in the Federation.
• Jonas’s agents and paid accounts flooded District 25 with fabricated scandals and attacks blamed on Federation refugees, building resentment among residents.
• Jonas told Yucas that he had sent the refugees and their leader back to the Federation, and three hours later District 25 announced that disguised Federation troops had attacked and declared war.
• Jonas rejected the Federation’s peace overtures and demanded that Rhein’s family provide concrete resources, information on the Misen Family, and a share of future profits in return for cooperation.
