After the Court of Owls scandal, a devastating earthquake struck Gotham and left its residents to organize their own rescue and recovery. As Cobblepot and Li Jie rallied the city against a federal evacuation deadline, political pressure mounted and Bruce Wayne questioned Li Jie’s role in the unfolding events.

  • Gordon and Li Jie helped expose the Sterling Foundation’s crimes, and Li Jie’s crew raided the manor while the Court of Owls ordered retaliation and an intruder disrupted its meeting.
  • The scandal drove public outrage and federal scrutiny, but a powerful earthquake then devastated Gotham, trapping residents and destroying much of the city.
  • Li Jie, Superman, Kara, Batman, and other survivors organized rescues, while Cobblepot killed Mayor O’Brien and claimed leadership of Gotham.
  • Residents and former criminals joined relief efforts as Li Jie imposed order, Dick and the Titans worked to restore power, and Leslie and Alfred treated the injured.
  • The federal government announced that it would evacuate Gotham within ninety days and then cut off aid, so Cobblepot told the survivors they would rebuild without Washington.
  • Kara carried supplies into Gotham despite federal resistance, while Cobblepot became a national symbol and the White House considered ways to silence him.
  • Batman confronted Kara about her influence over Gotham, but she gave him Natalia’s message revealing that Natalia was alive and playing piano again.
  • More aid convoys entered Gotham as political scandals put the president under pressure, and Bruce Wayne asked Li Jie whether he or Batman mattered more to the city.
