Goku had calculated exactly when the Dragon Balls would reactivate. On the very first day, he went to borrow the Dragon Radar from Bulma.
Bulma asked Goku what he wanted to collect the Dragon Balls for.

Furious, Bulma punched Goku, only to hurt herself instead.
"Damn it, Goku! Wish for me to be young again too, or I won't let you off!" Bulma snapped.

"Oh, and Videl too. Make us all eighteen!" Bulma said loudly.
