Ch. 161The Government and the Revolutionary Army

The Five Elders discussed Dragon, the approaching eight-hundred-year mark, and the government’s plan to destroy Flevance under the cover of disease. In Sorbet Kingdom, Dragon explained his revolutionary strategy to Kuma, while Marine Headquarters reacted to a major mobilization by Hale Nock and Charlotte Linlin.

  • The Five Elders ordered CP0 to investigate Dragon and focused on ensuring the government’s preparations in Flevance went smoothly before blaming its destruction on an infectious disease.
  • Dragon told Kuma that the government’s arrogance would keep it from acting against secret revolutionary organizing in unaffiliated nations, then gave him the book “Oppression and Resistance.”
  • After reading the book, Kuma understood that the Great Pirate Era was drawing young people away from the four seas and would leave the elderly and children to bear worsening oppression; Dragon called the coming uprising a revolution.
  • Queen Dowager Connie brought baby Bonney to Kuma, who held her tenderly as she reached for his Bear-Ear Hat.
  • At Marine Headquarters, Kong asked Tsuru for her assessment after learning that Hale Nock and Charlotte Linlin had each mobilized nearly half their forces.

Ch. 162The Marines' new generation

Sengoku and Garp prepared to monitor Hale Nock and Charlotte Linlin’s fleets, bringing promising young Marines to observe the New World. The two Emperors’ forces headed toward the new-generation pirates’ territory to assert their authority through bloodshed.

  • Sengoku and Garp agreed to lead two warships and take young Marines to watch the Emperors, while Kong ordered them to keep their distance and learn their plans.
  • Morris persuaded Kong to give him some of the government’s special-supply tea before leaving the office.
  • Sengoku called roll at Marine Headquarters and led Borsalino, Kuzan, Tokikake, Gion, Doberman, Momonga, and other young Marines aboard the departing warships.
  • The Steam Sea Pirates’ fleet and the Charlotte Family’s fleet sailed toward the territory allotted to the new-generation pirates.
  • Hale Nock and Charlotte Linlin’s forces prepared to use bloodshed to establish their authority as Emperors.

Ch. 163Pirate Emperor Hale Nock

Hale Nock destroyed the Swamp Pirate Alliance’s stronghold on Kyasen Island, captured Benson Lowell, and broadcast his brutal punishment before sailing toward another island. His attack then began at Delsen Island, home of the Demolition Pirates.

  • Abbott assigned Dotia Island and nearby islands to Hyena Woolley’s crew after Woolley claimed Hale Nock was an overhyped nobody.
  • Hale Nock’s explosive attack obliterated the palace and most of Kyasen Island, leaving Benson Lowell alive in the crater.
  • Hale Nock broke Benson Lowell’s jaw, took him aboard his ship, and began a live broadcast showing Lowell being fed to piranhas.
  • Hale Nock sent some ships to clear Kyasen Island while he and the rest of the fleet headed for the next island.
  • An explosion rang out at Delsen Island, the base of the Demolition Pirates.

Ch. 164Charlotte Linlin and Hale Nock Collide

Charlotte Linlin crushed the Demolition Pirates, killed their fleeing crew with lightning, and stole forty years of Alvin Hugh’s lifespan. As the purge ended, Linlin and Hale Nock’s forces converged on Nomiro Island, where a massive clash began as the Navy arrived.

  • Alvin Hugh ordered the Demolition Pirates to attack Charlotte Linlin, but she survived their assault and crushed Morley Weiz with her haki-coated hand and lightning.
  • Alvin grabbed Charlotte Linlin and launched them skyward so his companions could flee, but she broke his legs, tore off his arms, and used Zeus to pursue them.
  • Charlotte Linlin struck the fleeing Demolition Pirates with Fulgora, then took forty years from Alvin and left him aged and helpless beside their remains.
  • Several days later, reports showed that the two Emperors had nearly completed their purge and were converging on Nomiro Island, prompting Sengoku to change course toward it.
  • Three days later, Hale Nock and Charlotte Linlin’s forces collided near Nomiro Island, creating enormous mushroom clouds and shock waves as the Navy approached.
  • Katakuri spotted the Navy near the island, while Kuzan and Borsalino reacted to the destructive clash from their warship.

Ch. 165Charlotte Linlin struck at the Marines

Hale Nock and Charlotte Linlin fought to a destructive stalemate on Nomiro Island, then Charlotte Linlin tested the Marines waiting offshore. Garp returned her laser, leaving the confrontation unresolved.

  • Hale Nock used steam giants to keep Charlotte Linlin at bay, while her attacks failed to catch him.
  • Charlotte Linlin engulfed Nomiro Island in a massive flame attack, and Hale Nock answered with an enormous steam explosion that made the island disappear.
  • Sengoku ordered the Marine warships to pull back as the battle’s blasts threatened them.
  • Charlotte Linlin regrouped with her children, learned that Sengoku and Garp were nearby, and fired a Maser Cannon at their warship.
  • Garp punched the laser back toward the Big Mom Pirates, and Charlotte Linlin remarked that he had not lost his strength.

Ch. 166Sakazuki Considered the Situation

After the Marines survived attacks from Hale Nock and the Big Mom Pirates, Sengoku and Kong assessed how the New World power balance had changed. Sakazuki studied a map during the Court-Plowing Operation, and the chapter ended with a report that Enel had sent him a weapons-smuggling ship.

  • The Big Mom Pirates and Hale Nock's fleet departed after their attacks, while Kuzan, Kizaru, and Sengoku defended the Marine warships from the Steam Spear and its blast wave.
  • Kuzan asked Marine intelligence about the missing Devil Child and said he wanted to be notified if she was found.
  • Sengoku and Kong concluded that Hale Nock and Charlotte Linlin had eliminated most potential rivals for a third Emperor, then discussed Kaido and the Shichibukai plan.
  • Sakazuki circled the Florian Triangle, Fish-Man Island, and Dressrosa on a map as he considered their connections.
  • A guard told Sakazuki that Rear Admiral Enel had sent over a weapons gang ship and asked how it should be handled.

Ch. 167I didn't catch that

During the North Blue Court-Plowing Operation, Sakazuki ordered the execution of Donquixote Family pirates transporting weapons for a government-affiliated nation. Trebol used the nation’s people as shields, but Sakazuki killed him and the fleeing pirates, while Doflamingo realized Trebol was dead.

  • A Marine reported that Trebol’s ship carried weapons purchased by an affiliated nation but was led by wanted pirates, and Sakazuki ordered the pirates killed while sparing the nation’s people.
  • Trebol learned the Marines were escorting his ship to Sakazuki’s warship, while Doflamingo contacted King Alexi and hurried toward him.
  • Sakazuki’s messenger ordered the affiliated nation’s people forward and commanded the Marines to execute the pirates, so Trebol used mucus chains to hold the people as shields and ordered his men to flee.
  • Sakazuki detected Trebol’s move, told Fleet Admiral Kong the pirates were already dead, and then leapt aboard the transport ship, crushed Trebol, and killed the fleeing pirates.
  • Doflamingo’s Vivre Card for Trebol burned to ashes, while King Alexi sent men to meet the weapons ship; Sakazuki kicked Trebol’s corpse into the sea.

Ch. 168Oden's death

Enel planned to seize Vinsmoke Judge’s clone technology for the government, while Kozuki Oden and his retainers confronted Kaido in Wano. Several days later, Kaido killed Oden and left Momonosuke to die in the burning castle.

  • Enel told Sakazuki he wanted to visit Vinsmoke Judge and study his modified clone technology, and Sakazuki sent Bullet along to help seize him by force.
  • Kozuki Oden and eight companions reached Onigashima, where Kaido and his assembled forces were waiting.
  • Kaido admitted that his five-year agreement with Oden had been a lie and mocked Oden for trusting Orochi.
  • Oden charged Kaido with Haki, hoping to fight for Wano’s future.
  • Several days later, Kaido grabbed the terrified Momonosuke in Oden’s burning residence, tossed him into the flames, and flew away.

Ch. 169Enel and Bullet's ruthless plunder

Bullet and Enel raided the Germa Kingdom to arrest Vinsmoke Judge and seize his technology, while Sakazuki ordered Judge’s death if he refused. Judge finally agreed to hand over the technology, and Robin was left shaken after overhearing Sakazuki’s call.

  • Kaido told King he intended to create a free world, and King promised he would succeed.
  • Bullet and Enel broke into the Germa Kingdom, where Bullet overpowered Vinsmoke Judge and Enel admired the Clone Soldiers.
  • Judge ordered his Modified Human soldiers to attack, but Bullet’s Conqueror’s Haki knocked out everyone in the kingdom except Judge.
  • Bullet called Sakazuki, who ordered Judge killed and the Germa Kingdom destroyed if Judge withheld the technology.
  • Judge gave in and agreed to hand over the technology, while Robin froze after overhearing Sakazuki’s call and later told Rolka that nothing was wrong.

Ch. 170Let's Beat Him to Death

Robin and Rolka traveled through the North Blue, where a merchant captain praised the Marines’ campaign against pirates and recounted how pirates had destroyed his family. In the Germa Kingdom, Enel uncovered Judge’s experiments on his pregnant wife and called for Bullet to beat him to death.

  • Robin recovered aboard a merchant ship and listened as the bearded captain credited a Marine Admiral with making the North Blue safer for ordinary travelers.
  • The captain described how pirates killed his father and brothers, destroyed the ship that rescued him, and later massacred the town where the captain had hoped to repay his rescuer.
  • Robin asked Rolka whether the Marines were good, and he told her that good and evil depended on which side someone stood on.
  • At the Germa Kingdom, Enel copied Judge’s research data and discovered that Judge had experimented on his pregnant wife.
  • Enel told Bullet that Judge was insane and urged him to beat Judge to death.

Ch. 171Germa in the Palm of Their Hands

Bullet and Enel seized Judge’s experimental data and left him badly injured, while Sakazuki explained why the World Government would tolerate their actions against Germa. As Sakazuki anticipated questions from the Five Elders, one of them called.

  • Bullet intimidated Judge into silence, and Enel copied Judge’s experimental records onto a device.
  • Bullet took the original data and told Judge he was cleared to go, then he and Enel left; Judge later passed out and was taken for treatment.
  • Sakazuki told Enel to deliver the data to Vegapunk and explained that Germa’s political disgrace and ambitions would keep its rulers from publicizing the incident.
  • Sakazuki described how the World Government had constrained Germa and how Judge’s political misjudgments later led him toward a dangerous alliance with Big Mom.
  • A member of the Five Elders called Sakazuki, who answered the Den Den Mushi.

Ch. 172Vegapunk's identity

Sakazuki explained that he had arranged for Vinsmoke Judge’s technology to reach Vegapunk, whom he claimed was secretly aligned with them. He revealed that the Court-Plowing Operation was meant to delay the World Government’s discovery of the Revolutionary Army until it had spread too far to crush, while Enel struggled to follow his schemes.

  • The Five Elders warned Sakazuki to keep the Germa Kingdom incident quiet, and Sakazuki sent Bullet to break Vinsmoke Judge’s legs and direct his hatred toward him.
  • Enel questioned Sakazuki about giving Judge’s technology to Vegapunk, and Sakazuki claimed Vegapunk was one of their own and that the Pacifista research would succeed only when they wanted it to.
  • Sakazuki tested Enel’s understanding of the Court-Plowing Operation and explained that it aimed to suppress pirate activity for three years to keep the Revolutionary Army’s growth hidden from the government.
  • Sakazuki explained that allowing the Revolutionary Army time to spread would eventually make it impossible for the World Government to eliminate, and he planned to use Robin’s knowledge of the Industrial Revolution later.
  • When Enel asked what would happen if the Revolutionary Army became too powerful, Sakazuki said killing Dragon would suffice and warned that revolution could not overcome the power of strong individuals.

Ch. 173We Have to Leave Dracule Mihawk's Corpse Intact

Shanks found the baby Uta in a treasure chest, while Bellemere survived the destruction of Oykot Kingdom long enough to take in two orphaned girls. Meanwhile, Sakazuki set out with his fleet and learned that Dracule Mihawk had been named a Shichibukai, deciding to capture him intact.

  • Enel delivered the recovered equipment to Vegapunk before heading to the West Blue.
  • Shanks discovered a crying baby named Uta in a treasure chest and recalled being found in a chest by the Roger Pirates.
  • Bellemere rose from her wounds after hearing a baby cry, found a blue-haired girl carrying an orange-haired baby, and promised to take them home.
  • Sakazuki sailed with a fleet of warships, and Bullet joined him aboard the flagship.
  • Sakazuki and Bullet discussed Gecko Moria's Shichibukai appointment and Dracule Mihawk, whom Sakazuki wanted captured with his corpse intact.

Ch. 174Rosinante and the undercover mission

The chapter showed several developments across the seas, including Hancock’s abduction, Dragon leaving baby Luffy with Garp, and Rosinante deciding to go undercover among the Donquixote Pirates. It ended with Enel learning Rosinante planned to infiltrate his older brother’s crew and offering to bring him supplies.

  • Sakazuki ordered Bullet to track Mihawk and promised to have him punished after the Court-Plowing Operation.
  • Slave traders drugged and abducted Hancock, Marigold, and Sandersonia from the Kuja Pirates’ ship.
  • Dragon entrusted his infant son Luffy to Garp and vanished, warning him to keep Luffy’s identity secret.
  • Rosinante read news of the Donquixote Pirates’ arms deals and decided to tell Sengoku he wanted to act.
  • Enel gave Vegapunk Judge’s Lineage Factor research and production records, then persuaded him to sleep before studying them.
  • Rosinante told Enel he planned to go undercover in his older brother’s crew, and Enel offered to bring him a few things.

Ch. 175Crocodile was about to get an earful

Enel obtained Funkfreed, a Devil Fruit-powered sword, from Vegapunk for Rosinante and went to ask Caesar for poison and its antidote. The chapter ended with Crocodile receiving a call from Sakazuki at Rain Dinners.

  • Enel complained to Vegapunk that Rosinante was too weak for undercover work, so Vegapunk gave him Funkfreed, a sword that could transform into an elephant.
  • Vegapunk warned Enel not to use his powers around Caesar, recalling how Enel's lightning had caused an explosion that left Caesar unconscious for over two weeks.
  • Enel arrived at Research Facility Three and asked Caesar for poison strong enough to incapacitate powerful fighters, along with an antidote.
  • When Caesar hesitated, Enel crackled with electricity and pressured him into agreeing to get the poison.
  • Crocodile stared darkly at a ringing Den Den Mushi as Sakazuki called him at Rain Dinners.

Ch. 176Crocodile, Called a Useless Wretch

After Sakazuki threatened Crocodile with a deadline to prove his usefulness, Crocodile approved a plan to recruit pirate hunters and grew more determined to pursue his own goal. Meanwhile, Queen Titi gave birth to a daughter but was left gravely weakened; Cobra later found her alive and holding their newborn.

  • Sakazuki scolded Crocodile, called him a useless wretch, and gave him one year to prove his value or lose his head.
  • Crocodile asked his subordinates how to suppress piracy, and a subordinate proposed building a town for pirate hunters near the entrance to the Grand Line.
  • Crocodile put the subordinate in charge of the plan and promised him General Manager Scro's position if he succeeded.
  • Queen Titi gave birth to a daughter, but doctors warned Cobra that she had lost a great deal of blood and might not survive.
  • After waking from a four-hour faint, Cobra rushed to Titi's chambers and found her alive, holding their sleeping baby.

Ch. 177Two future great pirates who died before their journey began

Rosinante arrived at the Donquixote Family’s base to confront his older brother, Doflamingo, while Sakazuki’s fleet crossed Reverse Mountain after completing its operation in West Blue. The fleet crushed Catarina Devon and Vasco Shot’s pirate ships, and Enel wondered whether Devon had tried to attack them.

  • Rosinante showed the Donquixote Family’s gate guards a note identifying him as Doflamingo’s younger brother, and they hurried to inform Doflamingo.
  • Doflamingo left a meeting with his senior officers and went to the base entrance, where he recognized Rosinante.
  • Sakazuki explained to Enel that West Blue had fewer pirates because gangs were widespread and the recent operations had helped keep the region peaceful.
  • Catarina Devon raced Vasco Shot toward the Grand Line, but the two pirate ships came into the path of Sakazuki’s warship at Reverse Mountain.
  • Sakazuki killed Catarina Devon with Great Eruption and sank Vasco Shot’s ship, while his warship crushed Devon’s abandoned vessel.

Ch. 178The aging lion

Pirates threatened the Tahami Kingdom while Golden Lion ordered Dr. Indigo to begin mass-producing giant beasts despite the experiments’ high failure rate. As the Tahami king weighed surrender against the lives of his captured subjects, World Government envoys arrived.

  • The Five Elders received a plea for help from an affiliated kingdom and decided to send Cipher Pol to handle it.
  • Pirates devastated the Tahami Kingdom’s harbor, destroyed the castle’s national flag, and forced five hundred royal guards to surrender.
  • Golden Lion ordered Dr. Indigo to mass-produce giant beasts, accepting that many would become uncontrollable.
  • Golden Lion reflected on his declining strength and said Roger’s name at the cliff’s edge.
  • The Tahami king considered surrendering the throne to save his captured subjects, then learned that World Government envoys had arrived.

Ch. 179Rob Lucci

Rob Lucci massacred the kingdom’s guards and pirates during a hostage rescue, then returned to CP9, where Spandine praised him and revealed plans to secure his son’s future. Months later, Charlotte Linlin blamed Shiki after several islands in her territory disappeared.

  • Rob Lucci arrived in the kingdom and ignored the king’s plea to prioritize the hostages’ safety.
  • Rob Lucci let the pirates take him to the warehouse, confirmed the soldiers were all there, and slaughtered all five hundred kingdom guards.
  • Rob Lucci survived the pirates’ mortar attack, killed their captain, and drove the remaining pirates into flight.
  • Spandine praised Rob Lucci at CP9 headquarters and told his subordinate that he planned to have his son take over CP9.
  • Months later, several islands in Big Mom’s territory vanished, and Charlotte Linlin ordered her children to find and kill Shiki.

Ch. 180The approaching end of a tyrant

Golden Lion attacked Marine Headquarters, then set course for the Four Seas with floating fragments carrying starving giant beasts. The Marines suspected he was beginning a revenge campaign, and Sakazuki headed toward Loguetown to prepare for a possible attack.

  • Golden Lion sent giant beasts from the hidden realm onto ten islands, where they devoured the inhabitants.
  • Golden Lion attacked Marine Headquarters, seized control of the harbor's warships, and dropped them toward the fortress before fleeing toward the Four Seas.
  • Zephyr, Morris, and the vice admirals helped bring down the falling warships while soldiers treated the wounded.
  • Fleet Admiral Kong and the other Marines discussed Golden Lion's warning that this was only the beginning, and Sakazuki chose to go to the East Blue.
  • Sakazuki gave Bullet and Enel instructions, then flew toward the East Blue entrance to Reverse Mountain on a magma eagle.
