The Sea of Stars Community was a stupid international organization founded by a bunch of rabble to discuss trivial matters and thwart the Fourth Calamities at every turn. Still, it could provide Players with plenty of emotional satisfaction or some decent bonuses. It was also known as the Players' Sea of Stars Monologue.

The Sea of Stars Community (Galactic Community) was a semi-governing union spanning the entire galaxy. Every member could vote on resolutions that affected all other member states, and any empire that had established contact with a member could choose to join and gain the bonuses granted by its resolutions.
Essentially, it was the United Nations of the Stars.
Xi Yan unleashed his absurd diplomatic prowess, sending diplomatic communications to every civilization and nation he knew of, inviting them to establish an international organization together to coordinate international relations and promote interstellar cooperation.
