Besides his psychic powers, this Mr. M could negate or enhance the X-Gene, as well as heal on a subatomic level.
As such, after extensive planning, the government had sent him as one of its primary assets against War Horseman.
Once they confirmed they could not "brainwash" War Horseman back onto humanity's side, Mr. M would attempt to negate Brad's X-Gene, allowing all of humanity to use technological weapons again.
