By the sea in the Far North, Xiao Bai was blowing a conch shell. Its melodious sound rang out into the distance. Before long, a beautiful mermaid surfaced.

Dragon City, a great northern city belonging to the Heaven Dou Empire ten thousand years later, was now an obscure, remote little town in the north of the Heaven Dou Empire.
