Faced with Kazekage Reto's aggressive, hostile stare, Hanzō gave no response. He merely lowered his head and stood quietly to one side. Soon, Reto lost interest in him and eagerly went over to greet the Konoha delegation.
Inside the fairly spacious room, nearly everyone from Konoha sat gathered around Uchiha Shingetsu. Apart from familiar faces such as Madara Uchiha and the Senju brothers, Reto also spotted two newcomers, a man and a woman. Matching them against his intelligence reports, he quickly recognized Uchiha Hōkaku and Senju Toka, Uchiha Shingetsu's biological parents.
After a few pleasantries, everyone eagerly moved straight to the business at hand. Tobirama took out a stack of documents prepared in advance, handed them out one by one, and explained in a strictly businesslike tone:
"Under the agreement reached at the Five Kage Summit, Konoha will help Sunagakure build an oasis in the desert."
"Sunagakure may choose the location of the oasis, but Konoha must determine its exact size."
With that, he took out a map of the Land of Wind and spread it across the table. The two men from Sunagakure immediately caught his meaning, their expressions changing as they frowned and could not help asking:
"Can't Lady Shingetsu turn all the deserts in the Land of Wind into oases?"
"Turning a desert into an oasis-how could a Ninjutsu that powerful possibly come without a price?"
Before Shingetsu could explain, Uchiha Hōkaku shot Reto a displeased glare and rebuked him coldly:
"Don't get greedy, Lord Kazekage!"
Reto was startled, and anger surged through him. Since becoming Kazekage, he had never had anyone dare speak to him like that.
But Uchiha Hōkaku's words were not without reason, and Reto did not dare fall out with Konoha now. He hastily set aside his dignity as Kazekage and began apologizing
