The Uchiha whom Madara had forced into productive labor lasted less than a week at their posts before provoking widespread discontent and drowning in complaints.
The complaints all boiled down to the same things: expressionless faces, impatience, bad attitudes, constant swearing, a lack of patience, and no enthusiasm for their work.
The Uchiha scoffed at all this and carried on as they pleased, sticking to their guiding principle at work: nothing in heaven or earth outranked the Uchiha.

Faced with this situation, the ones suffering all the headaches were the supervisors of the various departments.
These entitled Uchiha had all been parachuted into their positions. The supervisors couldn't simply fire them; they had to carefully coax these prickly divas along while cleaning up their messes.
In Konoha, where the concept of being "tsundere" hadn't really caught on, their suffering was indescribable. Under the mounting pressure at work, men and women alike were losing more hair.
The Konoha Military Police Force was hit especially hard by complaints. Madara and Izuna had sent their clansmen to work to make them lose weight in the first place, so a large portion had been stuffed into this department.
They hadn't actually done anything out of line, but a crowd of scowling Uchiha in police uniforms running laps around Konoha under the guise of patrolling the streets looked just like urban enforcement officers.
Even if they did nothing, they still seriously disrupted ordinary citizens trying to run small businesses. The street vendors in particular were nearly scared into heart attacks and vanished from Konoha altogether.
