Background / History
The World Government was the world’s highest political authority, administering member nations, the Marines, and other military branches. Its member states were expected to comply with its decisions, while many nations regarded membership as burdensome or dangerous due to tribute demands and limited practical protection from distant authorities. At one point, it had 175 member nations, while many more countries remained outside its system. 22 62
Early in the story, its leadership identified the rising Tru Kingdom as a concern and ordered CP2 to demand that its king join, while CP0 investigated the country. The Government was also aware that Pirate King Roger’s wife had once been in the Tru Kingdom. 32
The organization sought to secure the Tru Empire’s membership after the empire’s rapid territorial and military growth. Its agents infiltrated the Royal City to uncover the Empire’s warship production and troop-training secrets, but the Empire anticipated the investigation. 218 Negotiations ultimately resulted in the Tru Empire becoming a first-tier affiliated nation with special privileges, including Red Line passage and exemption from Celestial Gold. 219 382
Following the Tru Empire’s continued expansion, the World Government repeatedly investigated it, including its Sky Island military base.
