Arthur burped underwater, scratched his head, and said:
"Sorry, I've had a bit too much to drink these past couple of days." He tilted his head to look at the brother slung over his shoulder. "I woke up and found this guy had come here to cause trouble."
Bruce's small craft approached from the side, its communications system carrying his voice through the water:
"Hand him over. I'm putting him in prison. I won't allow Gotham to be flooded a second time."
Arthur looked at Bruce's craft, then at his brother on his shoulder. "I'll take him to the Seven Seas court. He's an undersea dweller, and he should face an undersea trial. An underwater prison is better suited to him. He won't escape."
Bruce fell silent for a few seconds.
The prison really didn't have the equipment to keep this guy confined in a giant fish tank.
After some deliberation, his voice sounded again. "If he tries to harm people on land again, whether in Gotham or anywhere else, I'll hold you personally responsible."
Arthur made a heart gesture at him.
The gesture looked rather ridiculous coming from a burly man carrying his unconscious brother.
Arthur said nothing more. He turned with Orm over his shoulder and glided into deeper water like a dolphin diving beneath the surface.
Bruce's craft hovered beside Ririko.
His voice came from the craft, this time without its usual businesslike edge. "I didn't expect you to have become so strong."
Ririko glanced at the slowly receding water above her. The flooded buildings revealed their soaking walls, and streetlights began poking back up through the surface.
She told Bruce, "You'd better drive this thing back now. Once the water drains away, it'll be pretty embarrassing to have Batman himself stranded in the street."
Bruce paused
