At the summit of Paradise Mountain.
Livier stood beside the Platinum Heavenly Throne, wearing the Crown of the Heavenly Kingdom and holding the Divine Mirror of Misfortune, looking down with a serious expression, and spoke.
"Ladies and gentlemen, my sister Sariel's reign has ended, Astral Realm realm has reached its zenith, surpassing the imagination of all Prophet."
"To everyone, the Astral Realm is thriving, and every world, every race, has Radiance future."
"But during my sister's reign, I traveled throughout the entire Astral Realm and discovered many dark aspects that accompanied the Radiance."

Livier slightly fluttered the black and white wings on her back, as if she were carrying mountains of corpses and Blood Sea on her back.
She sneered.
"I am not as gentle and sunny as my sister, nor as loving towards the Astral Realm people as Raphael and Uriel are. I cannot tolerate any injustice in my eyes!"

Livier paused, then continued.
"Secondly, there's the issue of human trafficking in the Astral Realm."

"Third, I will, in accordance with the Paradise Mountain Edicts, draft Grand Constitution of the Astral Realm Astral Realm."
"Once the constitution is drafted, I will have each star system draft laws applicable to its own, ensuring that law permeates every world."
"Of course, the laws of the Star Realm should be subordinate to the Grand Constitution of the Astral Realm."
"I will severely crack down on all illegal activities in the Astral Realm; the law will not yield to illegality."
"Under the Paradise Edicts, any act that violates the law will be punished!"
"These three points are the first decree I will issue after taking office!"
