He was at Level Six, not some useless fool who had only gotten there by burning through Crystal Cores.

They had barely finished discussing it when Chen Guangrong's sedan chair suddenly stopped.
"The Base Chief bestows his blessing! Kneel!"
The people on both sides of the road instantly dropped to their knees, stacked their hands before their foreheads, and slowly bowed to the ground.
Bai Yaoyao and A-Dai looked utterly bewildered, as did Lulu and Fat Brother diagonally across from them. The four exchanged glances, then suddenly burst out laughing.
"Who are you people? Why aren't you kneeling for the Base Chief's blessing?"
Chen Guangrong looked over as well. The instant he saw Bai Yaoyao, he was stunned by her beauty. How had he only just discovered such a gorgeous woman? What were his subordinates even doing?
They should have brought a beauty like her to him long ago!
"Enough. If she won't kneel, so be it. I've already found the recipient of today's blessing. Come, step forward." Chen Guangrong pointed casually at Bai Yaoyao, as though he were granting her an immense favor.
"Sister Yao, actually, there's nothing wrong with killing someone in public. We're assassins. We don't need to worry about our image."
The moment A-Dai caught Chen Guangrong's lecherous gaze, that earlier stance changed.
"You're right. Shall we do it, then?" Bai Yaoyao nodded.
