Unnoticed by anyone, atop the tallest building in the Hong Kong Government, beside the street.
Two men sat in the Presidential Suite, listening to Old Ninth's furious roars below and feeling inexplicably pleased.
"We've got leverage over Old Ninth. Now all we need to do is wait for him to take the bait."
Cain sipped his red wine, the scarlet liquid clinging to the corner of his mouth like blood.
"What do you have in mind?" The young man with Dragon Kingdom features beside Cain raised his glass and smiled meaningfully. "Our people can't handle those two ferocious beasts. Isn't it time you stepped in?"
"No, no, no." Cain shook his head repeatedly. "My esteemed Mr. Steven, I told you long ago that I wouldn't take part in this fight."
Eden feared White Garment. Old Ninth could die, but he had to die at the hands of someone from the Dragon Kingdom.
If he died at Steven's hands, it would count as internal strife at most. Only Chun Prefecture and its allies would retaliate.
If he died at Cain's hands, White Garment would most likely go to the Federation, and the consequences would be unimaginable.
"But I will provide you with a means of dealing with Old Ninth."
Remembering Shan's horrific death, Cain sneered through gritted teeth. "A little treasure that can make him wish he were dead."
"What treasure?"
"The Holy Corpse Brain-Eating Worm." Cain stared viciously down at Old Ninth and smiled cruelly. "A half-mechanical, half-biological organism our organization has recently cultivated."
"Once it parasitizes someone, they have to obey us forever. Otherwise... it'll eat their brain clean, turning them into a living corpse."
