Power Progression

The following milestones concern Chun Prefecture’s collective influence, not an individual cultivation realm.

Stage / Realm / Level Chapter Notes
Local power base of Eighth Master and Ninth Master 136 Local factions and hotel staff recognize Little White Tiger and Old Ninth as the city’s new kings. They warn that Farbridge Group has little influence there.
Second-largest northeastern force 339 After securing Ice Prefecture, Little White Tiger’s organization ranks behind only the Ma Family in the Northeast. Chun Prefecture remains his own base.
First-rate force 383 Three years of development, powerful allies, and access to Lu’s World raise its strength to first-rate standards, though it still lacks the Four Great Clans’ foundations.
Guan Family’s deterrent force 497 Having confronted the Ma and Tian families without suffering losses, Chun Prefecture shifts from a protected newcomer into a force used to deter the Guan Family’s enemies.
Legitimate regional power 693 694 Its leaders secure the Peninsula and twenty years of control over personnel appointments and dismissals. Expansion funding arrives, construction begins, and a Nine Awakenings powerhouse holds the fort.
Newly risen great house 769 With northeastern fighting ended, Chun Prefecture is explicitly considered qualified to compete for resources such as an Ancestors Legacy.

Geography and Locations

  • Regional position: Chun Prefecture is a northeastern stronghold. The Korean Peninsula’s proximity makes it a potential threat to both the prefecture and the wider Northeast 585 643.
  • Early cityscape: On Little White Tiger and Old Ninth’s arrival, the city is substantially larger than Ice Prefecture, with walls twenty to thirty meters high and high-rises under construction 78.

  • Leadership culture: Senior members kneel to receive Xiao Yuan’s wartime orders, recognizing her authority as Little White Tiger’s fiancée and the city’s commander 525.
  • Regional division: Following the Ma Family’s defeat, False Eye guards Shen Prefecture, Third Uncle goes to Ice Prefecture, and Xiao Yuan returns to oversee Chun Prefecture’s rebuilding 769.
  • Central oversight: Old Man Guan warns that administrative control will eventually return to the central government. The later Immortal Medicine bargain secures twenty years of local control over personnel appointments and dismissals 642 693.

History

San Mu Group Dominance

Before Little White Tiger’s arrival, Kou Island interests gain influence through investment encouraged by the mayor’s son-in-law, who is of mixed Dragon Kingdom and Kou Island descent. Overlord describes the city as overrun by Alien Races. San Mu Group’s expansion also rests on an arrangement of interests with powerful Dragon Kingdom figures 75 84.

The city’s construction boom conceals exploitation. A freight driver condemns its towers as vanity projects built at the cost of lives while residents starve. A robbery of San Mu Group’s bank, followed by the shooting of dozens of foreigners, places the city under lockdown 76 78.

Little White Tiger’s allies escalate the confrontation by attacking San Mu Group’s premises and demolishing two buildings under construction. Elder Pei subsequently proposes transferring the company to the Chun Prefecture Chamber of Commerce, arguing that destroying it would also destroy employees’ livelihoods and downstream businesses 91 106.

San Mu Group shares later become a major attraction at an auction authorized by Elder Pei and hosted by Myriad Treasures Pavilion. Local powers nevertheless avoid bidding for the company out of concern about offending the power above them 129.

Consolidation and Prosperity

By Shu Nan’s visit, Little White Tiger and Old Ninth are openly recognized as Chun Prefecture’s kings. Their authority extends deeply into the local underworld: when Kun Sai’s operatives purchase supposed explosives to destroy the city, their supplier turns out to be Xiao Feng, a subordinate within Eighth Master’s organization. The devices produce fireworks instead 136 240.

Three years after the Death Caverns journey, Chun Prefecture has developed rapidly under favorable political conditions. Its officers train in the New World, while White Garment, the Guan Family, the Southwest King, the Pao Ge Society, and the Ji Family provide support. Zhang Yang’s appointment marks the transfer from Elder Pei’s administration 383 390.

The Chang Family visits to consider investment, but Chang He’s hostility and his secretary’s concealed Kou Island connections turn the visit into a security dispute. His attempt to promote the Alliance’s ideas in a local school also exposes the depth of popular loyalty to Little White Tiger 390 393 394 396.

Korean Invasion

During the Dragon-Slaying war preparations, enemy commanders identify Chun Prefecture as a target and issue orders to slaughter its inhabitants. Che Feixian attempts to destabilize it through a stream of refugees, while the Ma Family positions troops behind the city and demands control 516 522 525.

Xiao Yuan refuses to surrender. Short of fighters, she dispatches local commanders for a coordinated night attack on the Korean headquarters while remaining in the city with Che Feixian as leverage. When fighting spreads through the streets, armed residents resist alongside the organized forces 525 528.

Xiao Yuan is gravely wounded, but the announcement of her supposed death provokes further resistance rather than capitulation. Hungry Ghost awakens and intervenes at Eight-Nine Prefecture, forcing the Saint Master and Pugu to withdraw from the immediate confrontation 529.

Chun Prefecture and its allies subsequently trap most of the Korean army. Little White Tiger orders the remaining enemy troops inside the prefecture killed while approving a border opening intended to send some Koreans back against Ruan Lie’s forces. Meanwhile, forces operating from Fei Island invade the Peninsula 556.

Reconstruction and Northeastern Expansion

Three months after the invasion, Chun Prefecture has recovered enough to stand alongside Shen Prefecture as a northeastern key city. Ji Family investment and Fei Island revenue accelerate its economic recovery 632.

The central authorities approve a major expansion, and the arrival of funding leads to a public groundbreaking ceremony. Construction attracts businesses, workers, families seeking shelter, and agents from rival factions 642 646 694 731.

Ding Ya’s attempt to pressure Chun Prefecture by arranging the interception of its supplies gives its leaders grounds to attack the Ma Family. After the fighting, Ma Family influence is eradicated from Shen Prefecture. Even with its two kings imprisoned, Chun Prefecture continues to flourish under Xiao Yuan’s leadership, with reconstruction its principal priority 733 744 769.

Northern Defense and the Federation Crisis

White Garment later orders Chun Prefecture’s group to combine the Three Prefectures’ strength to defend the north. The city also becomes the target of the Twelve Knights, who enter in disguise with papal approval to massacre its residents 790 806.

During the later war, Chun Prefecture’s forces destroy three Federation core cities—its economic, manufacturing, and political centers—forcing the Federation to divert forces home. Tens of thousands of Lei Zi are left isolated there, and the Federation makes their deaths a condition of peace 878.

Xiao Yuan offers to accept abandonment rather than compromise the Dragon Kingdom’s position. Marshal Guan instead temporarily resigns his duties and calls for volunteers to rescue them. At subsequent negotiations, Yang Huaimin rejects the Federation’s pressure and supports Guan despite the prospect of renewed war; the supplied account does not establish the expedition’s final outcome 879 896.

Economy and Expansion

Economic Base

  • Fei Island revenue: Provides sustained funding and resources for Chun Prefecture’s growth 391 632 643.
  • Ji Family investment: Helps drive the post-invasion recovery 632.
  • Construction contracts: The expansion creates lucrative demolition and rebuilding work. Most projects later go to the Ji Family, the Pao Ge Society, and local merchants 731 769.
  • Peninsula holdings: Xiao Yuan secures the Peninsula through the Immortal Medicine bargain; it is expected to become another major resource lifeline within five years 693.
  • Living conditions: During the Chang Family’s visit, a food-stall owner reports that no one in Chun Prefecture starved to death the previous year. After the invasion, scenes of residents freezing to death are likewise described as a thing of the past 392 632.

Military and Security

Lei Zi and Local Enforcers

  • Supporting roughly 10,000 Lei Zi is initially near the limit of Chun Prefecture’s resources. This constraint helps drive Little White Tiger’s pursuit of additional territory 325.
  • Little White Tiger later proposes a 100,000-strong Lei Zi Corps, but Old Man Guan rebukes the proposal; it is an ambition, not a confirmed force strength 642.
  • Badge-bearing enforcers provide an extensive local security network. Yixiu uses his gold badge to mobilize them in the search for the Twelve Knights 806.
  • Chun Prefecture sends forces abroad, including the Fei Island expedition, for which False Eye is assigned the first landing 274.

Civilian Resistance

  • Under Little White Tiger and the Lei Zi’s influence, nearly every household keeps weapons. During the Korean invasion, residents turn the city into a battlefield rather than surrender 528 529.
  • Popular hostility toward Alien Races impedes infiltration. Kou Island contacts describe Chun Prefecture as exceptionally difficult for their operatives to enter 396.
  • This loyalty also has an exclusionary character: the city is described as the most radical of the Dragon Kingdom’s prefectures in rejecting outsiders 806.

Hidden Forces and Methods

  • Hungry Ghost: Kept concealed in a volcano within Lu’s World and called Chun Prefecture’s “Nuclear Weapon.” He later withstands the Saint Master’s Eight Awakenings attacks during the city’s defense 430 529.
  • Old Ninth: One of Chun Prefecture’s foremost assassins, regularly entrusted with retaliation against enemies abroad 471.
  • Sickle: An 8,000-man raiding organization formed from 3,000 Fei Island fighters and 5,000 Chun Prefecture fighters. Xiao Yuan assigns it an annual quota of 50,000 Koreans killed, while Little White Tiger demands that its activities not publicly compromise Chun Prefecture’s attempt to appear legitimate 646.

External Relations

  • Guan Family — Principal overt political protector. Old Man Guan secures expansion support at the expense of his family’s promotion opportunities and later risks his position to rescue Chun Prefecture’s stranded forces 642 879.
  • White Garment — Patron and teacher whose followers include Chun Prefecture’s leaders; entrusts them with northern defense 383 790.
  • Overlord — Early protector of Little White Tiger and Old Ninth. His continued presence deters attempts to kill them 76 497.
  • Ji Family and Pao Ge Society — Staunch allies, investors, and construction participants; both also support the proposed rescue from the Federation 383 769 879.
  • Ma Family — Rival northeastern power that attempts to take Chun Prefecture during the Korean crisis and later becomes the target of its offensive after the cargo heist 525 744.
  • Kou Island — Source of San Mu Group’s early dominance and later covert hostility, including the public-opinion campaign organized through Kusa 75 465.
  • Chang Family — Prospective investors whose dealings become entangled with Chang He’s hostility and the family’s relationship with the Guan Family 390 391 637.
  • Federation — Wartime opponent whose peace demands place Chun Prefecture’s stranded expeditionary forces at the center of a national political crisis 878 896.

Cultural Significance

  • The family portrait: Taken at Eight-Nine Prefecture before Little White Tiger’s wedding, it includes senior leaders, sworn brothers, allies, and memorial tablets for the dead. It is described as Chun Prefecture’s only family portrait and later becomes a sacred symbol of the group’s cohesion 637.
  • “Chun Prefecture’s two treasures”: Third Uncle and Little Pig receive this affectionate designation because of their importance to the group and the sacrifices associated with them 652.
  • Public devotion: Little White Tiger is described as the city’s faith, while Xiao Yuan is its spiritual totem. Their authority rests on intense civilian loyalty as well as armed strength 529.
