Hawk and Dove were one of the DC Universe's famous duos.
Their superpowers came from two gods—the Lord of Chaos and the Lord of Order. They bestowed their powers upon Hawk and Dove respectively. Hawk received the power of the Chaos God, while Dove received the power of the Order God.
Their strength was fairly ordinary. After all, they were not sorcerers, merely two casual moves made by High-Dimensional Beings.
Placed in the Justice Society, the pair would be third-rate heroes. Even among the Teen Titans, they were not considered particularly powerful and could only join the West Coast Titans.
But regardless of whether that power was strong or weak, it was still energy from a higher dimension, and its nature altered a person's temperament. Hawk, Hank Hall, gradually became manic. When carrying out justice, he stopped at nothing and often wanted to torture petty thieves to death.
"Stealing a bicycle? Death sentence. Hang the corpse from a streetlamp afterward!"
He was that extreme. His Anti-Hero rating was exceptionally high.
Dove, however, was his fuse. With his partner holding him back, Hawk tried not to kill people. At most, thieves who fell into the duo's hands would be beaten into high-level paraplegia.
That was more or less how it went. Though the Lord of Order was also a sanctimonious bastard and had created hypocritical representatives like Nabu, it could not be denied that it had relatively more respect for life.
Of course, perhaps it simply could not afford to offend the Parliament of Life of The Red and The Green.
In short, as long as Dove was around, Hawk would not go too crazy. But once Dove died, Hawk would turn Extremis in minutes.
