"What do you think of this naval battle?" Number Seven stood by the window, arms folded, gazing out at the sea where lamplight flickered.
Number Zero was absorbed in sharpening a thorium dagger. He blew the silver shavings off the whetstone and said distractedly, "We're not an intelligence organization. Why worry about all that?"
"This concerns the fate of the Norwington Family. Is Lord Aldrius really going to rebuild the Second Fleet?"
Number Seven had seen the Norwington Family's new warships. In both mobility and firepower, they far surpassed ordinary Kul Tiras warships. With such advanced propulsion technology and the Norwington Family's wealth behind them, rebuilding the Second Fleet was only a matter of time.
For nearly a century, the First and Second Fleets of Kul Tiras had been symbols of the Kul Tiras Navy. Now that the Second Fleet's reorganization had been announced, neither Admiral Daelin nor Lord Aldrius had taken any action. Instead, they had handed full operational authority to Rowan.
The two family leaders were certainly untroubled, watching from the sidelines while letting Rowan do as he pleased.
"No idea. Young Master Rowan is entirely responsible for reorganizing the fleet. But rebuilding it is definitely a done deal. No point asking." Number Zero switched to another thorium dagger and began sharpening it as he answered.
Number Seven froze for a second, his facial muscles twitching. "Are you saying they're already grooming Rowan to be an admiral? The kid reads situations well and acts decisively. He's got some ability. But he's only sixteen. Isn't it too early to push him into that position? Being clever isn't the same as having a leader's wisdom."
Number Zero carefully wrapped the two daggers in bandages, then looked up at Number Seven. "I still think you don't understand Young Master Rowan well
