Hiruzen governs Konoha as tensions between the great nations rise. Konoha's gains from the Second Shinobi World War have made it a target, and he expects Kirigakure and Kumogakure to exploit the upcoming Chunin Ninja Exams. Rather than cancel the event, he orders tighter security and surveillance of both villages 13 20.

The narration attributes part of White Fang's downfall to Hiruzen's refusal to intervene against the condemnation that drove him to his death. Afterward, Hiruzen monitors Kakashi for more than a year, fearing that the talented boy might become a rogue ninja or an enemy of Konoha 22.
