Background / History
Before Pokémon appeared, Jun Shutong worked as the public security officer responsible for the area around Zhongxing Mall. She was locally well known online and had been chosen as the public face of her station 2.
After the arrival, she gathered survivors on the mall’s sixth floor to reduce their exposure to wandering Pokémon. She cleared six storefronts and converted them into three dormitories for men, women, and families. The settlement prioritized escaping danger rather than fighting Pokémon 3.
When Lu Li arrived, the camp had thirty-seven members. Jun Shutong intercepted him before he entered the basement supermarket, saving him from the rat Pokémon there and bringing him into the settlement 2.
Appearance
- Described as beautiful by the armed men who approach her at Entrance Seven 31.
- Ties her hair back and wears flat shoes for a third-floor supply expedition, giving her a crisp, capable appearance 24.
- Denies using perfume when Lu Li warns her about scent-tracking Pokémon, claiming that her fragrance is natural; Lu Li remains skeptical 30.
Personality
Jun Shutong’s defining trait is her sense of responsibility. She repeatedly takes dangerous positions herself, including leading supply searches and covering other survivors’ retreats. Her concern for the vulnerable extends to firm restrictions against sending elderly people and children outside to perform dangerous work 7 19 27 35.
Her kindness makes the camp unusually humane: the elderly and children receive care, and the strong are not permitted to exploit the weak. She even worries that using boiled water for baths might look like an abuse of privilege and damage morale 13 27.
That compassion can also impair her judgment. Lu Li considers her too softhearted and sometimes emotionally driven to lead effectively. Her impulse to confront Anke Camp’s criminals and her initial willingness to admit captured offenders both require his intervention. Nevertheless, she recognizes her own temperament and is receptive to advice 18 32.
She experiences fear, exhaustion, and grief rather than remaining effortlessly composed. After discovering danger in the Arcade, she suppresses her panic in front of the survivors but becomes overwhelmed in private. Despite this, she insists on leading by example when introducing the camp’s daily sacrifice arrangement 10 15 16.
Abilities & Skills
Public Security Training
Her former profession gives her practical experience in armed confrontation, investigation, and interrogation 7 9 32.
- Recognizes that bloodstains in the Arcade are several days old 9.
- Uses gestures and silent warnings to coordinate movement around nearby Pokémon 8.
- Subdues Zhao Zhu and three armed accomplices with her handgun 31 32.
- Questions the prisoners separately and compares their accounts to check for inconsistencies 32.
Camp Leadership
Jun Shutong maintains order through personal authority, safety rules, and control of the camp’s handgun 6.
- Prohibits arguments because loud quarrels could attract Pokémon 6.
- Introduces food and drinking-water rationing, requiring supply teams to contribute thirty percent of the food they find to support dependent residents 7.
- Appoints Lu Li as her deputy and names Lei Hao as temporary leader if their first Arcade visit ends in disaster 15 16.
- Works with An Kang on a contribution-points system, with a trial period intended to expose problems before wider adoption 23.
Expedition Planning and Protection
She knows the local roads and water-station locations, allowing her to lead operations beyond the mall 13 28.
- Chooses known routes over unfamiliar detours during scavenging trips 8.
- Offers to cover the rooftop team’s retreat if bat Pokémon attack 19.
- Remains on guard while others collect rainwater, intending to buy them time to escape 27.
- Uses a warning shot to break the survivors’ entrancement during the Palpitoad attack 29.
- Acknowledges that her handgun is far more useful against humans than against Pokémon 28.
Equipment / Weapons / Items
- Police pistol — The camp’s sole remaining police handgun during the rooftop operation. Its ammunition falls to five rounds after she saves Fatty Lei, then to four by the confrontation at Entrance Seven. Chapter 55 identifies her as having run out of bullets 19 21 31 55.
- Bulletproof vest — Wears the camp’s only vest for the nighttime water-tank expedition 19.
- Walkie-talkie — Coordinates camp personnel, receives emergency reports, and communicates with Lu Li while trapped in the Berthing Hotel 6 12 36 45.
- Flashlight and backpack — Used for cautious store searches and carrying scavenged supplies 7 8.
- Brocade pouch containing a glowing green seed — Receives the seed from an elderly survivor and presents it to Lu Li for examination 30.
Relationships
- Lu Li — Rescues him on arrival and later appoints him her deputy. She increasingly relies on his Pokémon knowledge and judgment, eventually telling him that he offers the camp more hope than her kindness and gun can provide. He rescues her hotel team and arranges for her to concentrate on camp management 2 15 28 39 56.
- Lei Hao / Fatty Lei — Trusted camp subordinate who calls her “Sister Jun.” She names him emergency successor before visiting the Arcade and saves him during the rooftop encounter. He repeatedly urges her to stop risking herself on supply runs 16 21 39.
- An Kang — Administrative collaborator who helps develop the contribution-points system. Having experienced Anke Camp, he regards her settlement as far more humane 23.
- Huang Jiafei / Yellow Hair and Old Xu — Residents whose disappearance prompts her Arcade investigation. She arranges rest after their return and later takes both on the rooftop expedition 9 14 19.
- Indeedee — Initially holds her scavenging team in the Berthing Hotel because of their abundant positive emotions. Lu Li later sees Jun Shutong’s responsible, kind management as particularly compatible with Indeedee 38 56.
- Wu Lingge — Her female assistant, who escorts Lu Li to the cafeteria’s small dining room at her request 85.
- Zhao Zhu — Anke Camp criminal whom she captures and interrogates. His testimony prompts her to consider intervening against the camp’s rulers 31 32.
Story Role / Major Arcs
Early Camp Survival
- Feebas accommodation: Refuses to allow Lu Li’s Feebas into the communal camp, but permits him to live with it in a separate storefront near the Aquarium. She arranges a bed and warns him to keep the Pokémon secret from hostile residents 5 6.
- Supply shortages: On the fourth day after the arrival, organizes rationing and paired scavenging trips. She and Lu Li collect health supplements from the second floor after avoiding one Pokémon and fleeing a playful Mime Jr. 7 8.
- Relocation debate: Considers moving across the street after the Arcade investigation, then postpones the move following Lu Li’s explanation of emotion-feeding Ghost-types. Together they calm residents who witness a Houndoom-led pack ambushing people fleeing a burning apartment building 11 12.
The Arcade Arrangement
- After Huang Jiafei and Old Xu return alive, accepts Lu Li’s assessment that the Arcade Pokémon feeds on fear and despair rather than necessarily killing its captives 14 15.
- Introduces a daily arrangement sending two people to the Arcade, with the remaining residents drawing lots. Each pair is promised a full meal beforehand 15.
- Insists that she and Lu Li go first, then exempts them from subsequent sacrifice lots. Their return and Lu Li’s apparent success in communicating with Mimikyu relieve her fears about the arrangement 15 16 17.
Water Supply and the Palpitoad Attack
- Leads a five-person nighttime expedition to open the rooftop water tank for rain collection. During the encounter with a bat Pokémon, spends a bullet to save Fatty Lei 18 19 21.
- Later organizes rainwater collection for bathing, staying behind as armed protection while Lu Li carries water downstairs 27.
- Takes seven men to a water station during heavy rain, leaving Lu Li behind to preserve the camp’s leadership if she fails to return. Her group comes back with six vehicles: two carrying water and four carrying twenty-seven rescued survivors 28 29.
- Fires the warning shot that wakes the group during an attack by three Palpitoad. Nine people fail to reach the Arcade refuge; the subsequent count confirms seven newcomers and two longtime elderly residents dead 29 30.
Anke Camp Confrontation
- Returns to Entrance Seven to recover abandoned supplies and captures Zhao Zhu’s armed group 31 32.
- Learns through interrogation that criminals control Anke Camp. Lu Li dissuades her from a direct rescue operation by pointing out the risks to her own residents, limited ammunition, and the danger of moving a large group outdoors 32.
- Initially proposes brief imprisonment followed by admission to Dawn Camp. Lu Li challenges this leniency and proposes assigning the offenders Arcade sacrifice duties according to their crimes 32.
Berthing Hotel and Research Support
- Leads a scavenging team into the Berthing Hotel, where they become trapped on the sixth floor. Lu Li negotiates with Indeedee and brings them back with supplies under an agreement not to return 35 36 38 39.
- Organizes personnel to obtain materials for Lu Li’s research and repeatedly warns him not to gamble with his life 45 50.
- Supports investigating whether humans can tame Pokémon but refuses to let others attempt it before its safety is established 51.
- Reluctantly accepts remaining in camp to manage its affairs while Lu Li trains Feebas. By Chapter 85, she is addressed as Commander Jun and has a female assistant 56 85.
