And so, the World Government had arrived at the same conjecture as Red-Haired Shanks-Kaido Meow was a replica created or modified using Vegapunk's technology.

What most convinced the Cipher Pol agents, and even the World Government's higher-ups, of this conjecture was that the other Cat Minks who called themselves "Palicoes" all had child-sized bodies around a meter tall, with even the tallest only reaching 1.3 or 1.4 meters. Kaido Meow alone stood over three meters tall. This fit perfectly with Kaido's stature, which was far larger than that of most humans, and even the proportions were roughly one to three.
So, after the CP0 agent who had come to hold him accountable laid the "evidence" before Vegapunk, even Vegapunk himself began to wonder whether he had also left behind a copy of the technology for cloning Kaido when he replicated the Fish-Fish Fruit, Model: Azure Dragon.
And Vegapunk really did possess cloning technology... well, it was actually the same cloning technology Germa had.
