History
Early Trade and the Shinobi World
Karn’s commercial network began with supplies purchased in the Marvel Universe for trade abroad. Carl helped him secure a warehouse and supplier contacts, while Karn arranged a substantial purchase of medicines and medical equipment. He later sought assistance registering separate trading and biotechnology companies 3 4 13.
In the Shinobi World, Karn supplied two Konoha shops managed by Xia Chuan and hired ninja escorts to protect shipments. His medicine trade extended to Kirigakure, supported by a pharmacy in the Land of Waves and a growing shipping fleet 14 75 120.
Expansion brought conflict with Root. Danzo investigated the chamber’s medicine business after infiltrating agents were killed during a delivery. Meanwhile, Karn ordered the development of a pharmaceutical, arms, and ninja-tool production base in the Land of Tea; Damu’s guards killed a noble obstructing recruitment 89.
The chamber diversified into confectionery, grain, casinos, seafood, izakayas, and newspapers. Karn also secured Uchiha cooperation while promoting Orochimaru’s candidacy for Fourth Hokage. After being named the next Land of Fire daimyo, he planned to have the chamber replace government departments 170 214 226.
Following Karn’s accession, the chamber gradually ended contact with Sunagakure and Kirigakure. Some Kirigakure personnel nevertheless remained within the organization, including Terumi Clan members who had obtained respectable positions 287.
Establishment in the One Piece World
After defeating Crocodile, Karn renamed Baroque Works the Karn Chamber of Commerce and appointed Nico Robin vice president. Surviving agents were ordered to remain in Rainbase and obey her instructions 194.
Rain Dinners became the branch headquarters during Rainbase’s reconstruction. New factories and a research base produced weapons primarily for the Navy. Karn also pursued Sky Island specialties and assigned Robin to establish an outpost on Jaya, manage Sky Island trade, and oversee the Ark Maxim 200 201.
The chamber subsequently expanded into the New World. Karn destroyed the Beasts Pirates, removed Kurozumi Orochi, and installed Kozuki Hiyori as Wano’s daimyo after she accepted vassal status. Robin remained behind to help stabilize her rule 270.
By Karn’s later return, Robin had developed outposts throughout the Four Seas, purchased thirty-six mines, and established factories and Guard Teams in the New World. Karn then sought unified coordination between the chambers in different worlds, prioritizing resource acquisition and profits over direct government administration 370.
Expansion Across the Douqi Continent
The chamber entered the Douqi Continent with Hermione accompanying Karn. It selected Black Mark City as its initial branch location because of the city’s trade and the Black-Corner Region’s demand for pills, buying an entire street before expanding into neighboring streets 375 378 392.
Its pill business soon supplied almost every local gang. Karn introduced a contribution-point system, and the chamber offered bounties that drew allied factions and independent cultivators into campaigns against major regional gangs. Five factions and seven Black Ranking experts were eliminated, while the Snake-People Race settled in two cities 388 391 394.
Over the following six months, Hermione expanded operations across the Northwestern Continent. She appointed Ya Fei to oversee that region and organized an expedition into the Central Plains. The chamber’s military reputation and contribution system subsequently spread there, and negotiations with the Gu Clan developed into an alliance 398 405 407.
Great Thousand World Expansion
Karn prepared a further expedition once the chamber had developed a stronger subordinate force. The departure ultimately used three Spatial Airships 449 451 452.
After Karn defeated the Western Heaven War Emperor, the chamber began consolidating the former temple’s territory. Hermione ordered subordinate forces to submit their jurisdictional records to the Chamber of Commerce Holy City within six months. The Ancient Mohe Clan also sent a representative to attend the chamber’s public establishment and investigate it 456.

Contribution-Point System

| Earning points | Participants completed missions and bounties or supplied valuable discoveries and formulas. Red Queen received mission-completion reports as points were distributed 394 395 401. |
| Spending points | Points purchased pills, natural treasures, weapons, and other catalog rewards 394 398 401. |
| Contribution Crystal Cards | Cards registered users and provided access to the system. They also enabled communication across tens of thousands of li 392 397. |
| Currency conversion | Points could be exchanged for gold, but gold could not be exchanged for points 401. |
| Merchant participation | Registered merchants could accept points from customers. Almost all Black Mark City businesses had adopted them by Xiao Yan’s visit 401. |

| Service debts | Yao Tianhuo’s resurrection required repayment of five times its calculated contribution-point cost before he could leave 398. |
- Public incentives: A Dou Wang who recovered the Netherworld Poison Flame received treatment and enough points to support cultivation to Dou Zong. The chamber publicized his reward to encourage further discoveries 401.
- Membership restrictions: Karn described ordinary membership as voluntary and allowed Xiao Yan to leave. Xiao Yan regarded the loss of inexpensive pills as the principal practical deterrent 416.
Technology and Logistics
- Industrial refining: Pill Refining Machines enabled bulk production that challenged traditional alchemists’ market position 389 395 442.
- External transport: Spatial wormholes supported travel between commercial regions; Zi Yan built much of the regional network 394 396.
- Planned internal transport: Karn intended to establish a large Floo Network restricted to chamber personnel 394.
- Cross-world coordination: Karn linked World Holy Grail projections across worlds and prepared to grant travel permissions between them 374.
- Disguised energy weapons: Catalog items resembling Magic Core Crossbow Bolts actually used Space Stone energy. Their attacks were comparable to a peak Dou Wang’s full-strength strike 401.
- Manufacturing limitation: Memory nano-alloys could not be manufactured in the One Piece World when Karn built the first fifty-three Biochemical Mechanical Warriors 207.

- Craft production: The chamber supplied advanced techniques to local craftsmen and purchased their output 372.

External Relationships
