With the help of this "Undying" serum, Dr. Hugo had turned several failed test subjects into biomans, then raided Maroni's casino at Joker's urging.
But he knew that whatever he did would be futile.
The parameters of the entire experiment were based on the original client's genes. Now that the original client had vanished, the only option was to find the Number One Test Subject and draw his blood.
But Gotham was so vast. Where could the Number One Test Subject be?
