Background / History

More than ten years before the main events, Oswald’s father disowned him, called him a “lowly sewer rat,” and declared him unworthy of the Cobblepot name. Oswald subsequently survived in Gotham’s Lower District through theft, pickpocketing, and killings performed for employers. He endured severe beatings, illness, and injuries while holding onto the ambition of proving his father wrong 33.

Oswald entered the gang business approximately three years before the circus incident. As Richie Panton’s subordinate, he suffered frequent physical abuse and received the nickname he later came to despise. On an early rent-collection assignment, the Graysons’ circus fled without paying; Richie punished Oswald by hanging him from ropes and beating him for an entire day 4 26.

He eventually became a minor boss reporting directly to Maroni. Oswald, Baron, and Royce divided the East District among themselves and were mockingly called the “Three Poor Giants.” Although Oswald formally held the same rank as the wealthy Dodge, his money and manpower were vastly inferior 25 29.

Appearance

  • Face: Handsome, with blue eyes, deep eye sockets, and a prominent hooked, high-bridged nose 2 16 19.
  • Hair: Long enough to smooth behind his ears; usually slicked back with gel 2 4.
  • Height: Approximately 170 centimeters, noticeably shorter than Richie Panton 4.
  • Clothing: Introduced in a slightly oversized suit; continues wearing suits and ties during gang business 2 38.

Personality

Oswald combines extravagant ambition with insecurity rooted in years of poverty and humiliation. He initially admires Maroni’s elegance and even plans to acquire a similar cane when he takes Maroni’s position. His longer-term goal is to unite Gotham’s underworld and make his own name impossible to ignore 3 26 33.

He is generous toward his subordinates, distributing his earnings rather than hoarding them. Qin Wei credits his patient guidance with helping him adjust to gang life. The narrative distinguishes Oswald’s habitual timidity from selfishness or cowardice: surviving at the bottom of Gotham’s hierarchy taught him to watch others’ moods, but he still risks himself for people he values 2 31.

His temper is volatile, particularly when others mock his height, use his nickname, or damage his possessions. He destroys a casino toilet after Richie humiliates him and later crashes his car while venting his anger. Qin Wei frequently steadies him through encouragement, provocation, and practical advice 4 19 28.

Oswald’s loyalty can override his judgment. He attacks a man he believes to be Harvey Dent without hesitation to protect Qin Wei, and enters a burning district to save the Senate because of a promise to his dead followers 23 38.

  • Gloria — Nurse and girlfriend. Their flirtation begins after she treats his injured nose; Maroni later threatens her life to force his cooperation 28 48.

  • His father — Disowned him and rejected his claim to the Cobblepot name; proving him wrong remains a central motivation 33.

Story Role / Major Arcs

Recruiting Qin Wei

Oswald meets Qin Wei in a police holding cell and offers him work with the Roman. When the guard demands extra money to release Qin Wei, Oswald knocks him down instead. He subsequently provides Qin Wei with employment, guidance, and a loan for a suit 2.

Casino Massacre and Break with Maroni

During casino security duty, Selina Kyle’s booby-trapped telephone shocks Oswald. Qin Wei knocks him unconscious, and the two lower him through a window before Hugo Strange’s Biomen massacre those remaining inside 5.

Maroni blames the survivors and beats Oswald nearly to death, using his life to force Qin Wei to recover the stolen money within three days. Oswald later slips out of the hospital and rejoins Qin Wei at the Senate, prepared to face the deadline with him 7 16.

Once the money is recovered, Oswald insists on taking it to Falcone and accusing Maroni. They survive an armed pursuit and escape through the Gotham River, only for Falcone to demand a revolver gamble. Oswald nearly turns the weapon on Falcone before Qin Wei intervenes 17 18.

Resolving to Take Power

Afterward, Oswald apologizes repeatedly and loses confidence. Qin Wei deliberately provokes him into a ten-minute fistfight that ends with both men laughing. Oswald then declares that they will take Maroni’s position for themselves, not merely avenge their suffering or seek Falcone’s approval 19.

He begins recruiting replacements for the Senate followers killed at the casino, but initially fails to attract anyone. When Charlie arrives posing as Harvey Dent, Oswald delays committing until Qin Wei returns. He later kills Charlie while helping Qin Wei, before learning the visitor was Maroni’s impostor 19 21 22 23.

Circus Massacre and Maroni’s Inquiry

Oswald’s rent dispute with the Graysons escalates when Baron arrives and begins killing people. Oswald fires back and discovers the dying Mary, who asks him to save Dick. He and Qin Wei take the wounded boy to the hospital, where Oswald meets Gloria 26 27 28.

Summoned to Maroni’s emergency meeting, Oswald survives a brutal interrogation without exposing their scheme. His refusal convinces Maroni that his suspicions were mistaken. Qin Wei subsequently receives Dodge Manor and shares access with Oswald, who also supports him in expelling Dodge’s former staff and closing the drug business 30 31 32 33 34.

Riot and Fake Batman Attack

During the Lower District riot, Oswald refuses to abandon the Senate. He and Qin Wei are trapped by Red Hoods before a bat-themed attacker intervenes. When Oswald reaches for his pistol, the attacker smashes his face into a wall 38 40.

Oswald survives because rats had hollowed out the plaster behind his head, preventing the impact from snapping his neck. He later explains this to Qin Wei while wearing a neck brace 44.

Gloria Used as Leverage

Maroni again interrogates Oswald, this time about Qin Wei’s contact with Falcone. Threats against Gloria force Oswald to disclose how their calls work. When Maroni orders her pushed outside a window, Oswald struggles free and lunges at him, but the bodyguards restrain him 47 48.
