For now, Makima had no scheme in place, and the Hamano Yakuza had neither Katana nor the snake woman. All they had was their incompetent young boss, Hamano Daiki.
There were no zombies in the building's basement, either. Asaba Kotone's interference had caused old man Hamano to contact the Zombie Devil ahead of time, changing the course of events. He had died before he could turn the people who couldn't repay their debts into zombies.
As such, the only threat the Hamano Yakuza currently posed was their guns.

Afterward, Asaba Kotone left the office.
Since Aki Hayakawa and Himeno were waiting to go on patrol with Asaba Kotone, they were both still in the Public Safety building.
Asaba Kotone soon found Aki Hayakawa and Himeno and explained the situation.
"You've already gathered the evidence? That was fast. Guess we won't be patrolling today, then. We need to prepare for the upcoming operation."
Himeno sounded a little surprised.
"That Yakuza group really has a large stockpile of Gun Devil Flesh?"
That was what concerned Aki Hayakawa more.
"That's right. Here's a photo I took there."
Asaba Kotone showed Aki Hayakawa and Himeno the photo.
Aki Hayakawa could see that it really was Gun Devil Flesh, with many pieces stuck together.
Neither Aki Hayakawa nor Himeno was particularly surprised that Asaba Kotone had easily infiltrated the Yakuza building and obtained evidence.
They both knew how elusive his ability made him.
"There are guns in the Yakuza building. They probably obtained them through a deal with the Gun Devil, so be careful when we go in."
Asaba Kotone wanted to give Aki Hayakawa and Himeno a warning in particular.
