Before he had fully mastered his power, it was unwise to wage war against dragons.
Roy ordered:
"Continue."
"I need to test my power."
Kagura Inori looked excited.
"It is my honor to offer Your Supreme Majesty what little help I can."
"Remember, gradually add a little counterattack and pressure. For now, treat this as a lesson and help me get used to actual combat."
"What? How could we possibly allow that?"
Veronica immediately objected.
If Kagura dared to hurt His Supreme Majesty, wasn't that practically rebellion?
"Relax. It's only training."
"The threat of dragons is imminent. I need more strength too."
"Your Supreme Majesty, you put us to shame!"
Veronica and Kagura Inori both knelt. If World City's battles required their king to fight in person, that meant all of them had failed in their duties.
Unfortunately, Roy was not the Bone King. He would not let the NPCs hold him hostage.
He was not afraid of embarrassing himself, nor did he need to worry about saving face. He only wanted to master his true power.
"If you're ashamed, then help me train."
"Yes, Your Supreme Majesty!"
Roy had many special classes and skills, all of which he needed to master.
For example, one of his classes was Recorder. Those with this class gained the special skill [Record Magic].
As its name suggested, it recorded magic the user had seen. With a dedicated spellbook, recording 1,000 spells was easy.
A magic-based class could learn 300 spells at maximum level-three per level. With cash-shop purchases included, a level-100 player could have 400.
The Bone King had mastered 718 spells through [Dark Wisdom], making him an exceptional existence, yet even he fell short of 1,000.
A Recorder was practically a Copy Ninja, able to bypass the restrictions between [Arcane], [Divine], [Spiritual], and other categories to acquire all kinds of magical skills.
So why was this class universally considered trash?
Because it recorded spells rather than learning them.
A Recorder's magic worked like scrolls: its power dropped by 50%, its duration fell by 30%, and it consumed even more mana.
Some special spells even lost 80% of their power, making them little more than flashy props.
In that case, why wouldn't players simply buy scrolls?
It wasted 15 levels of their class build, did not count toward the caster level of any magic category, and barely provided any stats.
But Roy had commissioned his own exclusive divine item, the [Incredible Notebook].
Its effect was simple: it restored recorded spells to their original power, and cash-shop items could strengthen them further.
This meant that, provided he met the conditions, Roy could replicate any spell and cast it through his spellbook.
Of course, taking out the notebook, finding the appropriate spell, and casting it took quite some time.
He had to learn how to use it quickly in actual combat.
And so the two traded blows in the arena. Whenever his health dropped dangerously low, they stopped so he could down a potion.
As long as no one interrupted, Roy and Kagura could keep fighting for three days and nights without any trouble.
Kagura was thrilled. She actually got to spar with a Supreme Being, even if he deliberately held back his strength solely to instruct her.
For Roy, every cell in his body was cheering.
This feels amazing!
He was gradually mastering his body. His flight speed, combat speed, and even casting speed were all being refined through actual combat.
Roy gradually came to a realization.
After a few hundred battles like this, he would probably be able to turn this tremendous power into instinct.
Only then could he barely qualify as a strong fighter, rather than a lucky man who had stumbled upon a cheat.
His mana seemed to breathe, allowing him to mobilize it instinctively.
As for fatigue, he felt none at all.
The terrifying constitution of an Immortal was on full display at that moment.
Roy even abandoned spellcasting and began fighting Kagura Inori hand to hand.
He wanted to control every ounce of strength in his body and push himself to his limits.
He must never fumble in the face of danger.
Boom!
Their fists flew back and forth across the arena.
Come on. Fight me one-on-one.
Roy even wanted to bring out the Valkyries and fight them for three hundred rounds.
They used no divine items, occasionally casting magic to restore their health before continuing their battle, fighting until day and night blurred together.
To Roy, nothing mattered more than this.
Then a message came from Eve.
"Your Supreme Majesty, all nine cities have completed their surveys using the All-Seeing Eye and deployed Laplace's Demons to gather further intelligence."
"No particularly powerful creatures have appeared around the nine cities. Most are very weak and cannot even defeat the cities' automated guards."
"Sky City appeared above a human nation. It is a religious theocracy called the Slane Theocracy, which worships deities known as the [Six Great Gods]. They are said to have been powerful beings who saved humanity six hundred years ago."
"Governor Lucifer asks whether she may convert this nation by displaying miracles."
"I have already ordered her not to act without authorization."
Lucifer was a religious zealot and a highest-ranking Seraphim. Sky City was also dominated by angels.
It was therefore perfectly normal for it to appear near the Slane Theocracy.
Roy breathed a sigh of relief.
This meant he had arrived at the same time and place as the Bone King.
That gave him a little more advantage through foreknowledge, while also allowing him to stop the other side from running amok.
Roy nodded.
"Eve, you did well to stop her. We are still gathering intelligence. We must not display our power carelessly."
"Yes, Your Supreme Majesty."
"What about the other cities?"
Eve continued her report.
"Ocean City appeared in the sea northwest of the continent, near a human settlement called the Holy Kingdom."
"Governor Livia intends to conquer new waters and develop new aquatic races. She also proposed conducting maritime trade with humans."
"Those proposals have also been rejected for now."
Roy commanded nine great cities, and naturally, he had nine governors.
Each had her own personality, ideals, and ambitions, but all had to obey World City's commands.
Roy nodded.
"Continue."
"Forest City appeared in a primeval forest, near a nation called the Elf Country. The information gathered so far indicates that the elves' king is extremely lecherous and cruel."
"Governor Sylvia said she wanted to teach this elf who disrespects life a harsh lesson and capture him to keep as a pet in Paradise Lost."
Roy understood Sylvia's anger. As a servant of the World Tree, her love for life was probably the greatest in all of World City.
Faced with someone like the Elf King, she would already have rushed out to put him down humanely if not for his orders.
"No kingdoms have been found around Desert City. Its surroundings are also desert, with only a few tribes, bandits, and simple oases."
"However, Serrket spotted a floating city."
"She is very eager to explore it."
If Roy was not mistaken, that floating city should be Eryuentiu, the capital left behind by the Eight Greed Kings.
Roy's subordinates were all very energetic, but Eve had approved none of their requests.
"Continue."
"Mechanical City is north of a vast mountain range. There appear to be signs of dwarven activity nearby."
"Governor Omega proposed contacting the dwarves to exchange crafting knowledge and investigate this world's technological level."
"Elemental City appeared near the mountain range separating the Orc Kingdom and the Giant Kingdom."
"The area is rich in earth elements and mineral deposits, but its climate is quite harsh."
"Governor Evelita is deeply interested and recommends dispatching elementalists to survey and explore it."
"Eternal Night City appeared in a place called the Katze Plains, where lingering mist and large numbers of undead can be found."
"Governor Hela recommends taking the entire plain and ruling over its undead."
The Katze Plains lay directly adjacent to the Great Tomb of Nazarick.
As for how to deal with the Great Tomb of Nazarick, if its inhabitants stepped out of line, he would teach them a lesson.
The Great Tomb of Nazarick was merely a speed bump, not a threat.
While Roy considered his policies and approach toward the Great Tomb of Nazarick, Eve continued.
"Golden City appeared near the City-State Alliance. Trade is relatively prosperous there, and it has autonomous territories jointly established by merchants and citizens."
"Governor Mammon is investigating the market to see whether there are any trade opportunities."
"The last city, Hell City, appeared in the Underworld. We have been unable to ascertain the surrounding conditions."
"No other living creatures have been discovered so far. There is only magma."
"Governor Lilith recommends utilizing and developing the magma."
"That concludes the situation of the nine cities."
"Please give us your instructions, Your Supreme Majesty."
Roy answered decisively.
"Do not venture out for now. Prioritize gathering information about the Slane Theocracy."
"Once that investigation is complete, survey the Katze Plains near Eternal Night City and see whether any powerful undead exist there."
"As you command, Your Supreme Majesty."
What butterfly effects did I cause during my twelve years in the game?
And the members of the Cat Re-Estize Kingdom... I hope you're still alive.
Before you continue
