Luo Shu uncovered Mapa’s plot, defeated him, and captured the demon Kisara, then negotiated a new role for himself within SDS. After gaining the Calamity Messenger Class and helping Kisara recover, he headed to recruit the Yukinoshita Family, where Yukinoshita Yukino encountered an unfamiliar girl.

• Luo Shu and his allies entered the Abyss-influenced cavern, freed the demon girl Kisara, and discovered that Yakushiji Ken was Mapa in disguise.
• Luo Shu, Kannagi Ayano, Chisato Nishikigi, and Takina Inoue restrained Mapa, and Ayano burned him to death while Luo Shu arranged care for the injured.
• Luo Shu brought Kisara to the Armed Court, where Lacus Clyne offered him an independent Office and agreed that Kisara should not be harmed simply for being a demon.
• Luo Shu learned that the system was an auxiliary tool, studied Vassago’s memories, and absorbed the calamity power in a crystal to advance to Calamity Messenger.
• Luo Shu healed Kisara and gave her common knowledge, but she asked to be his dog and later insisted that she was his wife.
• Lacus agreed to give Kisara a cover identity, while Tachibana Kirika reprimanded Luo Shu for bringing her onto the deck without notice.
• Tachibana Kirika drove Luo Shu and Kisara to the Temporary Pier and reminded him to recruit the Yukinoshita Family before the Onmyoryo approached them.
• Yukinoshita Yukino opened the door to her father’s hospital ward and found an unfamiliar black-haired girl in a high school uniform.

Yukinoshita Yukino joined Luo Shu’s new SDS department, where she and the others began training and learning about their abilities. Luo Shu recruited Utaha Kasumigaoka and Eriri as founding members and explained how they could develop their powers, while the department’s work and relationships continued to take shape.

• Hoshikagi Shirayuki explained the supernatural world to the Yukinoshita family, and Luo Shu offered Yukino a place in SDS in exchange for the family’s support.
• Yukino chose to join Luo Shu’s department, and Haruno accepted her decision as the family agreed to let her leave school and enter the supernatural world.
• Luo Shu introduced Yukino to SDS, received approval to lead the Secret Management Department, and asked Mika to help train her.
• Luo Shu learned that spreading calamity could strengthen him, then underwent an examination by Verde and received a special ring and a plan for accelerated physical growth.
• At the Lycoris café, Luo Shu demonstrated his Mist flames to Yukino, gave her a ring, identified her Cloud attribute, and used a Dying Will Bullet to awaken her flames.
• Luo Shu explained that the Secret Management Department contained dangerous artifacts and life-forms, and Kisara revealed to Yukino that she was a real demon.
• After Kisara kissed Luo Shu, Utaha Kasumigaoka and Eriri arrived, and Luo Shu explained his plans for the department and warned them about the dangers of joining.
• Utaha and Eriri agreed to register as founding members, and Luo Shu explained that ability users could grow through practice or by affecting others and receiving feedback.

Luo Shu dealt with Utaha Kasumigaoka’s encounter with the succubi, received a new assignment to investigate Ghouls, and confronted officials from the Metropolitan Police Department and the Ministry of the Environment. The arc ended with him warning Yomi Isayama about her impending calamity and demonstrating his ability by causing Noriyuki Iijima to fall.

• Luo Shu investigated Maria Naruse’s Dreamland maid café, turned her hypnosis back on her, and let the succubi continue operating under his restrictions.
• Him visited Luo Shu, tasked him with reporting on the succubi, and made his department responsible for investigating Ghouls.
• Luo Shu arranged training for Yukinoshita Yukino and the other new recruits before leaving with Kisara to meet Tachibana Kirika.
• Tachibana Kirika explained how crematorium corpse thefts had led to the discovery of Ghouls and warned Luo Shu that dealing with the police could be difficult.
• Juzo Megure, Miwako Sato, and Wataru Takagi met Luo Shu and Tachibana Kirika as the Metropolitan Police Department prepared its report on the crematorium case.
• Luo Shu deduced that senior police officials hoped SdS and the Ministry of the Environment would clash, then met Noriyuki Iijima and Yomi Isayama from the Disaster Management Office.
• Tachibana Kirika tried to recruit Yomi Isayama, but Yomi refused, and Luo Shu warned her that she and her loved ones faced calamity.
• Luo Shu warned Noriyuki Iijima about a slippery floor and caused him to fall, prompting Yomi to ask whether Luo Shu could read people’s fates.

Luo Shu investigated the Ghouls, negotiated their cooperation, and sought a way to feed and transform them before they became targets for extermination. The arc ended with Touka beginning her treatment, Eto securing a whitelist and vampire alliance, and Aogiri Tree launching an attack on Kamijo Hospital.

• Luo Shu extracted Yamori’s memories, traced the Ghoul attacks to Anteiku, and confronted Yoshimura, who agreed to cooperate after Luo Shu staged a test of his strength.
• Luo Shu tasked Yoshimura’s group with compiling Ghoul intelligence and offered a test-subject slot, which Touka claimed after learning Gene Adjustment might turn Ghouls into normal humans.
• Luo Shu, Him, and Tachibana Kirika discovered that Tokyo’s Ghouls were running short of food and devised a plan to distribute temporary corpse-like substitutes while seeking funding and official approval.
• Yomi Isayama and Noriyuki Iizuna warned Ayame Jinguuji about Luo Shu, while Luo Shu arrested Eto Yoshimura and revealed her contact with Shizuka Hiou.
