• Luo Shu confirmed Him had transferred the full fee and learned she had sold the information to raise money for the Secret Management Department.

He negotiated with manager Guo Yi for money and information in exchange for helping stop the Ghouls and supplying replacement bodies, and Guo Yi agreed to fund the deal.

• Miwako Sato and Wataru Takagi speculated that Luo Shu and Juzo Megure were hiding evidence of man-eating monsters, but Megure sent Takagi and the other officers away and made Sato stay as a confidential witness.
• Luo Shu arranged for the captured Ghoul Yamori to be brought into a spell-protected alloy room, where Kisara lifted the coffin lid with extraordinary strength.

As Yoshimura prepared to contact Ghoul organizations to delay a human crackdown, Luo Shu arrived at Anteiku with a pink-haired girl.

• Touka Kirishima delivered lunch to Ran Mouri and learned that Kogoro Mouri had gone out to buy cold medicine.
• Touka Kirishima told Yoshimura that the Mouri family was nearly out of money, and Yoshimura proposed buying their building if Kogoro Mouri decided to sell it.
• Kureo Mado reported that Ghouls had attacked the Beika Town crematorium, where many attackers were killed and some were captured.

Luo Shu visited Anteiku with Kisara and revealed that he knew the Ghouls’ identities and intended to assess the threat posed by Ghouls. After Kisara stopped Touka Kirishima from attacking, Luo Shu began to explain his assessment method, leaving Yoshimura, Touka, and Kureo Mado stunned.

• Luo Shu and Kisara ordered lattes and mango mousse at Anteiku, and Kisara fed Luo Shu a bite of cake.

• Luo Shu revealed that he had staged the test and could turn Yoshimura's attacks back on Touka Kirishima and Kureo Mado, leaving both women gravely wounded.
• Yoshimura agreed to cooperate with the Authorities and offered his Ghoul intelligence and his services as a front man to protect Touka and Kureo.
• Luo Shu healed Touka and Kureo, assigned them to submit Ghoul information and their whitelist within three hours, and allowed them to keep using Kogoro Mouri's shop as a base.

Luo Shu gave her the Buffet Plan, and after confirming the offered corpses were real, Eto left to gather her people while Luo Shu prepared to depart with Touka Kirishima.

The chapter ended as Tatara launched Aogiri Tree's attack on Kamijo Hospital, beginning the “Buffet Plan.”
