One was Koga, the Gym Leader of Fuchsia City and also a Team Rocket executive, while the other was Looker, an International Police officer from the Pokémon League. They were sitting on opposite sides of the same table. The scene felt somewhat incongruous to Heath. After all, he knew their identities very well. It was fair to say that a cat and a mouse were sitting together.
Looker certainly did not know Koga's identity, though. There seemed to be no prospect of Team Rocket being exposed just yet; that would probably take some time. Heath was actually rather curious. When exactly would Team Rocket be exposed? Surely it would not wait until Ash began his journey? That would be far too absurd. Heath had originally thought this was the world of Pokémon Adventures, since he had previously heard of Red's existence, but that Red had turned out not to be the Red Heath knew.
That meant the protagonist of this world was probably Ash. If things really were as Heath suspected, and the main plot would only begin moving forward once Ash set off on his journey, then Team Rocket really had done an excellent job of staying hidden.
Heath shook his head and stopped thinking about those future matters. Instead, he began dealing with the task at hand: preparing what Looker wanted to eat.
