Background
Jiraiya was a disciple of Sarutobi Hiruzen and one of the Sannin alongside Tsunade and Orochimaru. During the Second Shinobi World War, he remained in Amegakure for three years to teach the war orphans Nagato, Konan, and Yahiko. He later spent years searching for the Child of Prophecy foretold by the Great Toad Sage, hoping to find a disciple who could end the ninja world’s cycle of war. 164
Following Danzō's death, Hiruzen selected Jiraiya as the Fifth Hokage. Jiraiya initially protested, arguing that Tsunade was more suited to the position, but accepted after Hiruzen emphasized the village's need for military strength. 153 155
As Hokage, he moved quickly to reorganize Konoha, selecting Might Guy as a Shadow Guard and addressing the Anbu's disorder. His administration favored decisive action over Hiruzen's slower deliberation. 161 162
Appearance
Jiraiya is a white-haired man whose Sage Mode is marked by red facial oil and toad-like features. He commonly carries a scroll and wears wooden clogs. 192 194 195
- Long, voluminous white hair used directly in combat. 192 196
- Red oil-like facial markings when using Sage Mode. 192 195
- Sage Mode temporarily gives him a toad-like nose. 196
- Wears an “Oil” forehead protector when presenting himself as a Mount Myōboku sage. 162
- Carries a large scroll and wears wooden clogs. 192
Personality
Jiraiya is blunt, decisive, and willing to make immediate personnel or military decisions once he considers the reasoning sound. He is notably more direct than Hiruzen, but his decisiveness is grounded in explanations rather than empty authority. 161
He takes his duty as Hokage seriously. During Obito's trap, he refused to retreat before confirming the safety of Tsunade and the other Konoha shinobi, arguing that a Hokage could not flee ahead of his comrades. 195
Despite his responsibilities, Jiraiya remains theatrical, mischievous, and prone to peeping. He enjoys provoking others, such as attempting to make Retsuo eat Mount Myōboku grasshoppers, yet can recognize talent and accept people who challenge his expectations. 155 235 350
Abilities & Skills
Sage Mode
Jiraiya is a Mount Myōboku Sage Mode user. Sage Mode greatly enhances his ninjutsu and physical combat ability, allowing him to employ Sage Arts against opponents such as Obito and Nagato. 195 312
- Enters Sage Mode with Sage Fukasaku and Sage Shima refining Sage Chakra on his shoulders. 351 376
- His Sage Body grants exceptionally refined taijutsu, far beyond ordinary close-quarters combat. 195
- His Sage Mode has a time limit; its expiration allowed Obito to capture him in Kamui Space. 196
- Uses Sage Art: Super Great Ball Rasengan, a massive Rasengan that destroyed Obito's Wood Golem. 195
- Uses Sage Art: Goemon alongside the Toad Sages, though it could not damage the God Tree root. 194
Toad Summoning and Sage Cooperation
Jiraiya maintains a close partnership with Mount Myōboku’s Toad Sages, particularly Fukasaku and Shima.
- Summons Fukasaku and Shima to assist with Sage Mode chakra refinement. 194 351
- Coordinates Toad Song with the two sages; while trapped in Kamui Space, they used it on a fixed daily schedule to aid Retsuo's efforts to send them food and supplies. 196 200
- Uses the sages' perception and judgment to investigate dangerous locations and detect traps. 194
- Can use Reverse Summoning to travel to Mount Myōboku. 350
Hair Techniques
Jiraiya’s hair serves as both a defensive weapon and a sustained offensive tool.
- Needle Jizō — Expands and hardens his hair into a defensive mass that repelled White Zetsu attempting to plant a Spore on him. 192
- Sage Art: Hair Needle Senbon — Fires continuous needle-like hair projectiles; its sustained pressure threatened Obito's limited-duration phasing. 195 196
- Uses his extended hair to probe suspicious objects from a distance. 194
Toad Shadow Manipulation Technique
Jiraiya can force his own shadow into an opponent’s shadow and manipulate their movements through Yin Release. He briefly took control of Obito’s shadow during their battle, though Obito expelled the technique with a surge of Yin Release. 192
Intelligence, Strategy, and Codes
Jiraiya treats intelligence gathering as central to shinobi warfare. After learning of the Masked Man's separate dimension, he reassessed the threat as more manageable because the opponent's key ability was no longer unknown. 236
- Sent coded intelligence from Kamui Space to Retsuo. 200
- Investigated the God Tree root and White Cloth People despite recognizing the danger. 194
- Proposed a Five Kage Summit in pursuit of broader cooperation and world peace. 208
- Identified the tactical importance of understanding the Six Paths of Pain's abilities before confronting them. 265
