And once she finished drawing the ritual, she could leave. That way, Eleanor would be safe.
As for the one who actually took the Difference Engine Core away, that would be Elsa's corpse. What did that have to do with Eleanor?
From beginning to end, it would pass through neither Eleanor's hands nor Elsa's. If the Night Watch Bureau had anything to say, they could take it up with the Great Being.
After completing the ritual, Vanessa quickly left the underground area and took the telegram to report back to Dalton.

The card jammed when it was only halfway in. A moment later, the Difference Engine slowly spat it back out.
