Otherwise, the Land of Rain might have been destroyed long ago.
Of course, having accepted the benefits offered, Naraku and Konoha could only guarantee that the Land of Rain would not be invaded or destroyed by other powers.
They would not interfere in its internal affairs.
And ever since the Akatsuki had been finished off for good, the turmoil within the Land of Rain had never stopped.
Its higher-ups had engaged in no shortage of bloody struggles for power and profit.
