The Earth Transformation Project was an idea Bell had conceived when he first began building Dalaran.

At present, the primary factor limiting the development of the Magical World was the number of wizards. Since wizards had far lower fertility rates than Muggles, solving this problem meant finding a solution through Muggles.

Research showed that when pregnant women spent long periods in environments rich in Magic Power, the likelihood of their children awakening as wizards rose significantly.
