When he came to his senses, Kuro's silhouette before him gradually faded.
"You have Observation Haki, don't you? How could you still make such a simple mistake?" Kuro's voice rang out behind Enel. Enel hurriedly spun around, only to see Kuro standing casually where he himself had just been.
"When did you get over there? Never mind. Now I'll show you the might of lightning."
With that, Enel teleported to Kuro's side again.
"Hey! What are you attacking? I'm over here."
"I'm over on this side already."
"You're so slow."
Hearing Kuro call him slow, Enel's veins bulged. He believed there should be no one in this world faster than him.
For a time, Kuro's figure appeared in every corner of the battlefield, while thunder rumbled through the air from time to time.
Huff, huff, huff!
Having returned to human form, Enel panted heavily as he looked at Kuro before him. "Stop running if you've got the guts!"
Kuro raised his head, a cold gleam flashing across his glasses. "You asked for it."
Kuro's figure instantly vanished from where he stood.
"What!? Even faster than before?" Before Enel could react in shock, he felt someone seize him by the neck and lift him up.
His eyes slowly focused on the face before him. It was none other than Kuro.
"Cough, cough, cough! How are you so fast? And why can you grab me?"
Enel's eyes widened. He couldn't believe he hadn't lasted even a single move.
Kuro set Enel down. "Do you understand the gap between us now?"
"I don't believe it!" How could the arrogant Enel accept his defeat?
Lott spoke up. "Then pick someone else."
Enel pointed at Crocodile. "Him!"
Lott tossed Enel a Senzu Bean.
Looking at the black pill in his hand, Enel gave Lott a puzzled look.
"It's a recovery medicine with no side effects, not poison. I'm not that underhanded. Eat it, so you won't have an excuse when you lose."
After staring blankly at Lott for a long while, he chose to eat it.
Feeling that his strength had returned to its peak, Enel was once again shocked.
Crocodile beckoned to Enel. "Recovered? Then let's get started. We're very busy."
Seeing the disdain in Crocodile's eyes, Enel seethed with anger. Every last one of them is so rude.
"60,000,000 Volt Thunder Bird!"
Enel struck the drum at his left shoulder. A bolt of lightning emerged from it, transforming into a thunderbird that charged toward Crocodile.
Crocodile stood motionless, letting the thunderbird pass through his body.
"What!?" Enel thought he had aimed his attack wrong. Several more thunderbirds then passed through Crocodile's body.
Crocodile shook his head. "What a feeble attack. Enough. Let's end this farce."
With that, Crocodile turned into sand, and yellow sand instantly filled the battlefield. The sand near Enel gradually formed a pitch-black fist, which knocked him flat with a single punch.
"Cough, cough, cough!"
Enel lay sprawled on the ground, unable to get up for a while.
The sand filling the air formed a human figure beside Enel. He reached out and handed him a black pill.
"I want to challenge him too!" Enel pointed at Zoro beside them.
Unsurprisingly, his defeat this time was just as complete.
"What's with this cloud?"
Next, Enel challenged Zoro and Nami in turn.
Unsurprisingly, he lost both times.
Huff, huff, huff...
Lott slowly rose from his chair and looked at the dejected Enel. "Well? I wasn't lying, was I?"
Enel raised his head. Although he didn't want to admit it, he nodded. "I lost."
Lott patted Enel on the shoulder. "But you don't need to feel discouraged. My companions are actually considered top-tier even in the Blue Sea."
Enel's eyes gradually regained their focus.
He had grown used to being invincible and had never suffered much in the way of setbacks. This time, he had been taught a brutal lesson.
"All right, interested in coming with me to see the 'gods' of this world?"
Enel's eyes lit up. "Who do they think they are, using the same title as me?"
Then he looked around at everyone and nodded. "Fine. I'll take this deal. Let me drag them down from their divine pedestals! I'll show them what a god is."
"Have you heard? The new 'god' has taken over and told us to gather at Upper Yard."
"I wonder what kind of person the new 'god' is."
"Shh! Be careful the 'god' doesn't hear you!"
"Chief, I suspect the new 'god' is one of those Blue Sea People."
In the Shandia camp, Wyper spoke through gritted teeth.
The elderly chief leaned on his cane and sighed. "Whoever it is, anyone capable of bringing Enel down from his divine pedestal must not be underestimated. We should go too. After all, we were specifically told to attend."
Looking at the densely packed figures below, Lott swept his gaze over them and confirmed that all the important figures had arrived.
He slowly rose into the air, cleared his throat, and said, "Hello, everyone. I'm the new 'god.' I know that to you, it doesn't matter who the 'god' is, as long as you can live well."
Seeing the young figure in the air, everyone began to chatter.
"Is this our new 'god'? He looks so young."
"So young, and handsome too."
"Stop swooning. A 'god' is beyond your reach."
"Keep your voice down. Don't let him hear you."
Their discussions naturally didn't escape Lott's perception. He smiled and continued, "As the new 'god,' I know about your years of fighting and what you all want."
As he spoke, his gaze swept over the natives of Angel Island, Gan Fall, and the Shandians in turn. "The sacred land of Upper Yard belongs to everyone. Here, I issue these divine decrees."
"First: Upper Yard is now open to everyone. Towns and homes will also be built there according to a plan, and every family can be allocated a home."
The announcement of the first decree alone was like dropping a bomb into the crowd.
The Shandians all looked resentful. How had the land that originally belonged to them become everyone's?
"Second: a new nation will be established, with several departments under it to coordinate the management of various fields, including education, technology, commerce, research, agriculture, medicine, and so on."
"Third: schools will be established, and compulsory education will be implemented so that all children on Sky Island learn planting, literacy, combat, art, and other subjects from a young age."
"Fourth: Sky Island will be opened up, and its commercial model will be reformed. Sky Island's goods will be sold outside, and goods from outside will be brought in, promoting economic development and improving people's living standards."
"Fifth: various taxes will be reduced or waived. In addition, every family can receive a monthly refund of previously paid taxes based on the number of people in the household."
"Sixth: public-service medical schools and hospitals will be established..."
"I'll post all the provisions throughout the island tomorrow. You can read them for yourselves."
After announcing more than a dozen decrees in succession, Lott continued, "Everyone, head home."
Before long, only a dozen or so people remained. Gan Fall, Wyper, the Shandia chief, Laki, God's Army, and the Lott Pirates were all there.
