Otsutsuki Toneri rejected Black Zetsu’s plan to revive Kaguya Otsutsuki through Madara because it would not break her seal, but encouraged him to proceed and plunge the world into chaos. After reassuring Matatabi that she would be safe, Toneri returned to Kirigakure with Mei Terumi, who invited him and his companions to stay at her home.
