Background / History

Hiruzen accompanied Tobirama Senju to the Land of Lightning for an alliance ceremony during the First Shinobi World War, where their party was ambushed. Tsunade later observes that Hiruzen never personally went to war again, instead remaining in Konoha and cultivating political ties with the Land of Fire’s daimyo 32 39.

During his years in power, Hiruzen trained Tsunade and promoted the Will of Fire as Konoha’s guiding ideal. The narrative also attributes Hatake Sakumo’s suicide to a rumor campaign Hiruzen used to suppress him. Hiruzen subsequently took Sakumo’s son, Kakashi, into the Anbu and regarded his perceived lack of political awareness as useful for controlling him 6 8 24.

After previously being forced to step down, Hiruzen reclaimed the Hokage position following Minato Namikaze’s death three years before the current events. Remembering the helplessness of losing office, he kept a tight grip on village administration and personally reviewed matters large and small, often working past midnight 6 24.

Appearance

  • Build and age: A short, elderly man with a hunched posture and a deeply wrinkled face. Xuanye’s height allows him to look down on Hiruzen and repeatedly pat his head 7 24 36.
  • Clothing: Wears a Hokage hat, which he straightens before attempting to assert his authority at the Police Force training ground 26.
  • Habitual accessory: Frequently carries and smokes a pipe, including during official meetings and confrontations 6 21 34.
  • Signs of strain: Appears with dark circles and an unsteady gait after a sleepless night during the Kumogakure dispute 25.

Personality

Hiruzen is intensely protective of his authority. He regards the Hokage as Konoha’s supreme ruler and interprets resistance as a potential challenge to his position. Even after Kakashi explains that Asuma’s arrest arose from harassing Xuanye’s girlfriend, Hiruzen insists on viewing it as a coordinated Uchiha attempt to test the village leadership 6 8.

He is capable of considerable restraint when confrontation would damage his interests. Despite being publicly humiliated outside Police Force headquarters, he suppresses his anger to prevent corruption scandals from undermining the upcoming peace negotiations. His concessions are tactical rather than reconciliatory: after paying the prisoners’ ransom, he immediately begins looking for a pretext to remove Xuanye 8 9.

Hiruzen often presents himself as a kindly elder while privately calculating how to secure compliance. He attempts this approach with Tsunade and Uchiha Cong, expecting personal warmth, public expectations, or carefully planted suspicion to bring them under his influence 24 36.

His insistence on hidden conspiracies also creates blind spots. When Itachi reports that the Police Force is not plotting against Konoha, Hiruzen dismisses the finding rather than reconsidering his premise. Conversely, he recognizes overwhelming physical danger quickly and avoids fighting Xuanye once he understands the disparity between them 26 27 34.

Abilities & Skills

Kage-Level Combat Ability

Hiruzen is explicitly described as a genuine Kage-level powerhouse, though his claims to be the strongest Hokage are identified as exaggerated 9.

  • Can mobilize chakra in an attempt to break physical restraint 9.
  • Cannot react to or escape Xuanye’s grip on his shoulder, even after using chakra; the encounter leaves him badly bruised 9.
  • Recognizes that Xuanye’s killing intent represents a lethal threat and concludes that direct combat is not an option 26 27.

Political Maneuvering

Hiruzen uses appointments, administrative authority, public opinion, and personal relationships to preserve his position 9 24 31.

  • Assigns the Police Force responsibility for Kumogakure’s delegation, hoping a mistake will justify Xuanye’s dismissal 9.
  • Uses villagers’ fear of renewed war to pressure Xuanye into resigning 31.
  • Attempts to recruit Cong both as an informant and as a Mangekyō-equipped counterweight to the Uchiha 34 36.
  • Plans to make Cong’s private visit appear suspicious even if recruitment fails, potentially alienating him from Xuanye 36.

Intelligence Gathering

Hiruzen commands Anbu operatives and plants Itachi inside the Military Police Force to monitor Xuanye 11 34.

  • Selects Itachi because his position as the clan head’s eldest son gives him a legitimate reason to join the Uchiha-controlled force 11.
  • Orders a covert investigation into Cong’s background and loyalty before approaching him 34.
  • Remains dependent on incomplete reports; Danzō’s withheld intelligence leaves him unaware of the Fourth Raikage’s approach until sentries raise the alarm 28 30.

Chakra Recognition

  • Detects a familiar quality in Nawaki’s chakra, although he accepts the cover story that the boy is Xuanye and Tsunade’s son 25.

Equipment / Weapons / Items

  • Smoking pipe — His most frequently shown personal accessory. His age and constant smoking are associated with poor lung capacity 8.
  • Hokage’s official seal — Used to authorize expansion of the Konoha Military Police Force 9.
  • Adamantine Staff — Hiruzen names this as his summoned beast during his confrontation with Danzō; no combat use is shown in the supplied events 36.

Relationships

  • Uchiha Xuanye / Uchiha Genya — Political adversary and Police Force captain. Hiruzen seeks to undermine his command but fears his overwhelming strength 9 27.
  • Biwako Sarutobi — Wife. She survives the Nine-Tails’ Rampage in this timeline because she was not called to assist Kushina’s delivery 35.
  • Asuma Sarutobi — Second son. Hiruzen pays to release him after his arrest and privately considers him an unreliable troublemaker 9 28.
  • Shinnosuke Sarutobi — Eldest son, whom Hiruzen views more favorably after the birth of his grandson 28.
  • Konohamaru Sarutobi — Grandson. Hiruzen personally chooses his name to reinforce his public image of devotion to Konoha 28.
  • Tsunade — Former student and potential political rival. Her return alarms him because her standing could allow dissatisfied clans to support her as Fifth Hokage 24.
  • Kakashi Hatake — Anbu subordinate and messenger. Hiruzen values him as a controllable operative and dismisses his less conspiratorial interpretation of Asuma’s arrest 6.
  • Uchiha Itachi — Undercover agent inside the Police Force. His reports increasingly conflict with Hiruzen’s assumptions about Xuanye 11 32 34.
  • Shimura Danzō — Longtime friend and rival. Their struggle over authority contributes to withheld intelligence; the later incident involving Biwako turns their conflict personal 28 30 36.
  • Mitokado Homura and Utatane Koharu — Senior advisers who support his efforts to blame Hiashi and remove Xuanye 21 31.
  • Hyuga Hiashi — Clan head whose loyalty collapses after Hiruzen attempts to make him answer for killing Hinata’s would-be kidnapper 21 27.
  • Uchiha Cong — Intended recruitment target. Hiruzen’s effort to turn him against Xuanye instead culminates in a public household scandal 34 36.

Story Role / Major Arcs

Arrests and Police Force Expansion

Hiruzen first tries to contain Mito Qingteng’s sale of confidential information to Kumogakure by sending word through Kakashi that the case may be a misunderstanding. Protecting the village leadership’s reputation becomes more urgent when the Police Force also arrests Asuma and Mitokado Homura 4 5 6 7.

At Police Force headquarters, Hiruzen endures Xuanye patting his head and Cong’s offensive flatulence rather than risk exposing the scandal before peace talks. Homura’s confession reveals additional wrongdoing involving military supplies and soldiers’ death benefits. Hiruzen pays an enormous ransom to release Homura, his son, and Asuma, while also approving the force’s expansion 8 9.

He then assigns Xuanye responsibility for the visiting Kumogakure delegation as a potential dismissal trap. Xuanye responds by physically restraining him and warning that Asuma will not survive another attempt to pursue his girlfriend 9.

Kumogakure and the Hyuga Incident

When Samui attacks Xuanye in the Hokage’s office, Hiruzen cannot prevent her capture. He warns that detaining an envoy could bring war, but Xuanye leaves with her and demands ransom 13 14.

Later, after Hiashi kills a Kumogakure ninja attempting to abduct Hinata, Hiruzen supports the delegation’s demand for an explanation rather than defending Hiashi. His underlying plan is to weaken the Hyuga and intimidate the Uchiha through an imposed sacrifice. Police Force intervention prevents him from controlling the outcome, and his order for its officers to withdraw is openly ignored 21 22 24.

Tsunade’s Return and Loss of Clan Support

Tsunade’s return as the Police Force’s medical squad leader creates a new threat to Hiruzen’s tenure. He fears that the alienated Hyuga could rally other clans behind her candidacy for Hokage. His public attempt to reconnect as her teacher fails when she declines his invitation and leaves for work 24.

An attempt to demand information from Xuanye at the training ground ends with Hiruzen retreating under killing intent. Soon afterward, Hiashi rejects his justification for the kidnapping incident and openly visits Xuanye, demonstrating that Hiruzen has lost the clan head’s trust 26 27.

The Fourth Raikage’s Capture

Hiruzen rebukes Danzō for entering his office without knocking, prompting Danzō to withhold intelligence about the Fourth Raikage’s imminent arrival. By the time Hiruzen reaches the village gate with Anbu, Xuanye has already crippled and captured the Raikage 28 30.

Hiruzen and his advisers demand Xuanye’s resignation, arguing that his actions endanger Konoha. Xuanye instead calls Itachi forward to explain the strategic value of holding the Raikage hostage. Itachi’s analysis wins over the crowd and defeats Hiruzen’s attempt to turn fear of war against the Police Force 31 32.

Failed Recruitment of Uchiha Cong

After Itachi reports no evidence of a Police Force conspiracy, Hiruzen shifts his attention to Cong’s Mangekyō Sharingan. He invites Cong to his home, hoping to recruit him or create suspicion that will eventually separate him from Xuanye 34 36.

The meeting collapses when they discover Biwako and Danzō together following Biwako’s accidental exposure to Cong’s aphrodisiac. Biwako accuses Danzō of forcing her, while Danzō disputes her account. Hiruzen strikes Danzō and tries to keep the matter private, but Cong arrests Danzō after being attacked and broadcasts the allegation across Konoha. Hiruzen is left devastated as the scandal becomes village gossip 35 36 38.
