History and Major Operations

Founding and Xuanye’s Takeover

According to Hiruzen’s reflections, Tobirama established the Police Force to place the Uchiha in a politically damaging position: enforcing the law would earn resentment and gradually isolate the clan 9.

Three years before the opening, following the Nine-Tails’ rampage, Fugaku transfers the captain’s real authority to Xuanye despite opposition from every clan elder. Fugaku intends the force to serve as a fallback if the clan and village turn against each other, but Xuanye makes it loyal to himself instead 1 2.

Xuanye’s protection arrangements reverse its unpopular reputation. Merchants voluntarily queue to pay fees, while civilians greet him warmly in the streets 3 15.

Confrontation with Konoha’s Leadership

The arrest of Homura’s son begins as a case of coercing a ninja-tool merchant, then exposes a Kumogakure intelligence leak. Xuanye subsequently raids Homura’s residence and arrests the advisor despite Hiruzen’s intervention 3 4 6 7.

The resulting pressure helps secure approval for expanded recruitment. Hiruzen responds by transferring Itachi into the force as an undercover observer, but Itachi later reports finding no conspiracy against the village. Hiruzen rejects that assessment and begins investigating Cong as a potential recruit to his own side 8 11 34.

Kumogakure Dispute

The force defeats Samui’s delegation during a confrontation at Konoha’s gate. It later mobilizes at the Hyuga compound after an attempted abduction of Hinata, supports Hiashi’s killing of the intruder, and refuses Hiruzen’s order to withdraw 12 18 21.

When the Fourth Raikage attacks Cong over a compensation demand, Xuanye cripples him while officers defeat and bind the accompanying ninja. Hiruzen and his advisors demand Xuanye’s resignation, but the prisoners remain in Police Force custody, with Cong assigned to interrogate the Raikage 29 30 31 34.

Danzō’s Arrest and the Root Operation

Cong arrests Danzō on accusations of breaking and entering and raping Biwako Sarutobi; Danzō disputes the accusation. After Danzō refuses his fines and medical bills, Xuanye mobilizes all five squads for compulsory enforcement against the former Root base 36 37 38.

The officers seal every entrance, issue three warnings, and attack when Shisui and Root refuse to stand down. Guy defeats Shisui while Tsunade provides battlefield healing. After the victory, Xuanye orders the resisting personnel detained and Danzō’s property confiscated 39 41.

Uniforms, Facilities, and Equipment

• Justice cloaks: Long, snow-white formal cloaks bearing “Justice” in large characters across the back, specially commissioned by Xuanye 11.
