Shadow City's Divine Guards were organized into seven divisions, each limited to one thousand members.
A squad of Divine Guards consisted of ten members, and a company consisted of one hundred. Each division was generally divided into ten companies, led by ten company commanders. Above the company commanders was the Divine Guard Captain.
The seven divisions of Shadow City's Divine Guards were responsible for patrolling the city's various districts and securing its gates. They also dealt with damage inflicted on Shadow City by outside enemies. Their duties included seizing resources, handling disputes with other cities, and carrying out affairs both aboveboard and underhanded.
Following Avery's disappearance, seven of the Fifth Division's ten company commanders had also vanished. Those seven had presumably left with Avery. Of the three remaining company commanders, two had not participated in Avery's rebellion because their families lived in Shadow City. Afterward, however, they too had resigned their posts and left the Fifth Division.
The Fifth Division's Divine Guards had left or scattered, and now only one company commander, named Lamont, remained. The entire division numbered fewer than two hundred Divine Guards, its ranks drastically reduced.
Of the Fifth Division's one thousand Divine Guards, half had left with Avery. Of the remaining half, those who knew they would have little further use in the Fifth Division, and who were somewhat dissatisfied with the Saint Family's actions, had also left. This had left the Fifth Division with no one available to handle its duties, bringing all its operations to a standstill.
