The next day, the Hokage Office officially announced the reforms.
For a time, all of Konoha was shaken, simply because these reforms would affect not only the interests of the major Families, but also those of the Land of Fire.
They feared that even without their opposition, sanctions from the Land of Fire alone would be enough to give Konoha a hard time.
In fact, Minato Namikaze and the others had raised this issue, too. What Ye Feng could not quite understand was why the world's foremost military institution had to be controlled by an ordinary nation, with even the position of Hokage requiring its approval.
In Ye Feng's view, ninja should have been the leaders of a nation. As long as Konoha could sustain itself, there was absolutely no need to bow to the Land of Fire's wishes.
So Ye Feng volunteered to take on this task, planning to have a good "talk" with the Daimyō of the Land of Fire. If he cooperated, all would be well. If not, Ye Feng would not mind replacing him with another Daimyō.
