Background / History
Sarutobi Hiruzen was one of Senju Tobirama’s three disciples alongside Uchiha Kagami and Shimura Danzō. During the Ninja Academy assessments, he observed the emerging generation closely, praised their promise, and deferred to Tobirama’s judgment on their potential 26 28.
During the failed Kumogakure negotiation mission, Hiruzen and the remaining Hokage Guard Platoon returned to Konoha badly injured after Tobirama stayed behind to cover their retreat. Tobirama personally named Hiruzen his successor and entrusted him with a final letter for Chishima Chiba 56 162. Hiruzen took office as the Third Hokage the day after Tobirama’s funeral 57.
As Hokage, Hiruzen initially advocated tolerance and greater understanding toward the Uchiha Clan, opposing Danzō’s desire to restrict them. Nevertheless, he signed Danzō’s document and delegated part of the Anbu’s administration to him, allowing Danzō to build influence within the organization 58 59. Under pressure from Uzumaki Mito, Hiruzen accepted Uchiha Hei as an Anbu sub-commander and came to regard the Anbu as the Uchiha Clan’s appropriate role in Konoha 59 82.
He became the mentor of Chiba, Tsunade, Hatake Sakumo, Orochimaru, and Jiraiya after arranging their early graduation from the Ninja Academy 61 77. He also supported reforms that extended the Academy curriculum from six years to nine, introduced more advanced ninjutsu education, and made him the institution’s principal 83.
Danzō’s leak of intelligence concerning Chiba and Tsunade forced Hiruzen to choose between personal loyalty and village law. Once evidence confirmed Danzō’s involvement, Hiruzen refused to protect him and sided with Mito’s decision to punish him 134 135. The incident made Hiruzen more conscious of his own indecision; afterward, he accepted Chiba’s advice to uphold the law impartially regardless of personal ties 141.
Senju Tobirama’s eventual return placed Hiruzen under renewed pressure, as Tobirama retained enough prestige to remove him from office. Hiruzen remained respectful and continued working to prove himself a worthy successor 169 170. He later adapted to Konoha’s technological transformation and considered retirement as the village’s development outpaced his own thinking 236 253.

He values old relationships deeply, particularly his bond with Danzō and his memories of Tobirama. This sentimentality is also his greatest political weakness: he hesitates to act decisively against people close to him, often preferring balance and mediation over immediate punishment 82 132.
Despite this, Hiruzen is reflective and capable of change. Danzō’s betrayal forces him to recognize that personal feelings cannot override Konoha’s laws, and he later commits himself to more impartial leadership 134 141. He also retains a temper, particularly when subordinates fail, though his anger can shift quickly into appreciation when he recognizes genuine talent 72.
