The Floating City was extraordinarily efficient. Once the order was issued, every councilor, member, and secretary of the Decision the Council arrived.
"You are all core members who have followed me every step of the way. From my appointment at the Sun Temple to the development of the Floating City, as well as our several assaults on the Trolls, you have all rendered invaluable service to the Floating City." Before Patrick could finish his opening remarks, some Elves were already eager to declare their loyalty. "Don't rush to make declarations yet. I have another new decree, and I would like to hear your opinions."
All the core members picked up the proposals prepared in advance. After reading them carefully, they exchanged bewildered looks, unsure what their lord intended.
"Lord Patrick, isn't it rather unreasonable to prohibit the sale of land rights and other such rights to outside parties and place them all under the Council's ownership? And what are those Elf commoners supposed to do when their property rights expire?"
A member had already spotted a problem. Once a term was imposed on property rights, all land would cease to be privately owned. If the Decision the Council reclaimed the land when those rights expired, how would the residents living on it be appeased? Not only would this hinder development, but it could also cause the fledgling Sunlight City to lose residents, making the losses outweigh the gains.
Patrick did not answer the question directly. Instead, he brought up urban construction. "Everyone, after these years of construction, Sunlight City's outer walls are complete. A Mage Tower stands on every section of the walls, while all the buildings designed to support the Mage Towers have been placed inside the city, rather than built around the towers like stars surrounding the moon."
